Research On The Optimization Strategy Of Drug Safety Supervision In H District Of Zunyi City Under The Theory Of Holistic Governance

Drug safety is closely related to the development of the economy and society,and it is also related to the physical and mental health of the people.The "three bureaus in one" system reform in 2015 played a streamlined,efficient,and unified role in drug safety supervision.However,from a practical perspective,the regulatory management methods of government agencies still face problems such as a lack of multiple means,weak awareness of quality supervision among producers and operators,and low participation of social organizations and the public,which to some extent affects the effectiveness of drug safety supervision.The responsibility for drug safety is more important than Mount Tai,and it is related to the health and life safety of the people.Therefore,doing a good job in drug safety supervision is not only a realistic need to ensure the healthy life of the people,but also a political need to promote the national livelihood project.In recent years,China’s drug regulatory team has been continuously growing,and regulatory methods have become increasingly diversified.Drug safety supervision has made tremendous progress,and the national drug sampling pass rate has continued to increase.The prices of medication for the public have significantly decreased.The newly revised Drug Management Law in 2019 proposes social co governance as one of the principles of drug management for the first time,and requires the establishment of a scientific and strict supervision and management system.The report of the 19 th National Congress pointed out that it is necessary to strengthen the construction of social governance systems,improve the social governance system,improve the level of social governance,and build a harmonious model of co construction,co governance,and shared social governance.Therefore,it is necessary to conduct indepth research and analysis on drug safety supervision issues from the perspective of collaborative governance,in order to provide new ideas for solving drug safety supervision problems in China.Through investigating the current situation of drug safety supervision in H District of Zunyi City,combined with relevant theories such as overall governance,drug safety supervision in H District of Zunyi City still has many "fragmentation" problems in government,market,society and other dimensions.Through analyzing the causes of existing problems,combined with relevant advanced experience and achievements at home and abroad,this paper proposes optimization strategies from the following three aspects: first,play the leading role of the government to promote the transformation of government functions;The second is to strengthen the fundamental role of the market and mobilize the enthusiasm of enterprises;The third is to leverage social synergy to make the system of joint management more unified,create a comprehensive drug regulatory environment,and ultimately improve regulatory strategies,enhance regulatory efficiency,and form a new model of drug safety supervision based on the theory of holistic governance.
