Vocational education,as an important part of education enterprise,provides strong support for our country’s economic and social development.In the process of vocational education development,school-enterprise cooperation is an important starting point.From the overall situation of school-enterprise cooperation in vocational education in Guizhou Province,the effect of school-enterprise cooperation policy implementation is not ideal,and the lack of in-depth cooperation between the two sides is not conducive to the training of technical talents and the economic and social development of the region.Therefore,it is very necessary to investigate and study the implementation of school-enterprise cooperation policy in vocational education in our province,find out the factors that affect the implementation effect of school-enterprise cooperation policy and explore the implementation path of policy optimization.On the basis of sorting out the research status at home and abroad,this thesis takes the implementation of school-enterprise cooperation policies for vocational education in Guizhou Province as the research object,collects relevant materials and data through research methods such as questionnaire survey and interview,and conducts a systematic study based on the principle of Smith’s policy implementation model.It is found that there are some problems in the implementation of school-enterprise cooperation policies in vocational education in Guizhou Province,such as the deviation,weak implementation efficiency of the implementing agencies,low enthusiasm of enterprises to participate in school-enterprise cooperation,and adverse factors in the environment of policy implementation.Based on the research results,this thesis builds an analysis framework based on the Smith policy implementation model.The implementation effect of school-enterprise cooperation policy in vocational education in Guizhou Province is deeply influenced by the policy itself,policy implementation agencies,target groups and environmental factors.In order to further optimize the implementation of policies,promote the in-depth development of school-enterprise cooperation in vocational education,and train more technical and skilled talents to serve the local economy.At the level of policy itself,we can improve the supporting policies and regulations of school-enterprise cooperation from the two dimensions of constructing the system of cohesion of school-enterprise cooperation policies and improving the operability of school-enterprise cooperation policies.At the level of policy implementation agencies,it is necessary to clarify the functions and responsibilities of policy implementation agencies,build a high-level policy implementation team,and improve the implementation efficiency of policy implementation agencies.At the level of target groups,the incentive mechanism of mutual benefit and win-win situation should be established and efficient information platform should be built to encourage the active participation of both sides of school-enterprise cooperation.At the level of environmental factors,it is necessary to increase policy publicity,actively introduce social forces,give play to the supervision and guidance role of industrial associations,and create a favorable social ecology of school-enterprise cooperation. |
