Research On The Implementation Of The Skills Training Policy For New Professional Farmers In Huishui County, Guizhou Provinc

China has a history of agricultural civilization for thousands of years,and it is a major agricultural country in the world.Therefore,agriculture is not only the fundamental of China’s livelihood,but also an important strategic basis for the survival and development of the country.With the continuous development of science and technology,agricultural science and technology has also made great progress.Under the support of modern agricultural science and technology,agricultural production activities have also put forward higher requirements for the quality of farmers.However,under the influence of traditional ideas,farmers believe that the research and promotion of agricultural technology is the matter of government departments and agricultural experts,and it has no direct relationship with ordinary farmers.Affected by the above wrong ideas,the development of new professional farmers in China is difficult,both in quantity and quality,there is a big gap with the world’s advanced level.In the long run,this will not only affect the popularization and application of new agricultural science and technology in the field of agricultural industry,but also affect the modernization of our country.Therefore,strengthening the skills training of new professional farmers and constantly improving the skill level of farmers have become an urgent problem to be solved in the process of actively promoting the agricultural modernization in China.This paper in Guizhou Huishui new professional farmers skills training policy implementation situation on the basis of the analysis,concluded that the policy implementation problems include: training policy implementation deviation,training support policy system is not perfect and the absence,training policy propaganda does not reach the designated place and the lack of feedback mechanism and training funds.Guided by Smith policy execution process model,from the ideal policy,implementing agencies,target groups,execution environment four dimensions to cause new huishui county professional farmers skills training policy constraints analysis,mainly reflected in: the lack of scientific policy,lack of effective communication and coordination between the execution subject,the new professional farmers participation degree is not high,bad policy implementation environment.Finally,from the aspects of improving the policies and regulations of the skills training of the new professional farmers,strengthening the communication and coordination of the subject of the policy implementation,enhancing the enthusiasm of the new professional farmers to participate in the training and creating a good implementation environment.
