| The old community witnessed the glory of our city,but with the rapid development of our country’s social economy and residents’ continuous living needs,the old community has gradually become a pain point in urban management due to old facilities and lack of management.In recent years,with the continuous attention of government departments,the scope of renovation of old communities has also expanded from basic renovations to upgrading renovations,and the installation of elevators has gradually become an important livelihood area for the government to serve the masses.In the government work report,life-improving renovation such as installing elevators has been regarded as an important part of the renovation of old residential areas.At present,Beijing,Shanghai,Hangzhou and other regions have taken the lead in carrying out the pilot project of installing elevators in old residential buildings,and various regions have also successively issued policies and regulations or management regulations to promote the pilot work of installing elevators in existing residential buildings.However,due to the limitations of policy content,the particularity of corridor elevators,and the social environment,this public policy has not been comprehensively and smoothly promoted in the actual implementation process.As a typical representative of third-and fourth-tier cities in our country,District J in T City is facing the dilemma of net population outflow and an aging population.How to better meet the living needs of residents has become the focus of local government departments.Since 2018,District J has successively issued the "Notice of Carrying out the Pilot Work of Installing Elevators in Existing Residential Buildings"and "Guidelines for the Installation of Elevators in Existing Residential Buildings in District J" and other documents to promote the implementation of elevator installation in old residential areas,but the number of elevators installed has not been successfully installed with the advancement of the policy.significantly improved.This paper takes the old residential area in the municipal district with high aging rate and low elevator installation success rate as the research object,and takes the study of the implementation process of the elevator installation policy in the old residential area as the breakthrough point,combined with the Smith policy.The model analyzes the causes of the existing problems and proposes some practical suggestions.Through the research on the implementation of the policy of installing elevators in the old residential areas of J District,we can enrich and improve the relevant implementation experience of the policy of installing elevators in the old residential areas of the thirdand fourth-tier cities in my country,and provide a certain reference for further promoting the renovation of old residential areas.Through interviews,questionnaires,comparative analysis,and other methods,the paper summarizes the current situation and existing problems in the implementation of the policy of installing elevators in the old residential areas of District J,and analyzes and studies the causes of the problems in combination with the four dimensions of the Smith policy implementation model:policy itself,executive agencies,target groups,and policy environment.Through research,it is found that due to reasons such as policy content that does not fit local realities,lack of collaboration among implementing agencies,low attention paid to the target group,and insufficient promotion of the social environment,There are many problems in the implementation process of adding elevators to the old residential areas in Zone J,such as cumbersome application for policy implementation,low efficiency in policy implementation,weak willingness of residents to participate,and insufficient social promotion.Therefore,the paper proposes to further promote the implementation of elevator installation policies in old residential areas in District J through specific measures such as improving the pertinence and timeliness of policies,improving the efficiency and implementation level of executive agencies,classifying and guiding target groups,and optimizing the social environment for installing elevators,ultimately achieving a good situation of "willing to add as much as possible,and able to install quickly". |
