Research On The System Of Open Government Data In China

As a type of data,government data plays an important role in promoting local economic development and improving government services and governance capabilities.However,the current government data opening system in China is not yet able to meet the increasing demand for data opening under the development of digital economy and the growing social public production,life and development needs.Although China has established a certain government information disclosure system,further exploration and practice are still needed to build and improve China’s data governance,develop China’s digital economy,promote digital ecological construction.On the one hand,in the central level of big data development strategy,the relationship between big data and government data opening has not been fully clarified,and further consideration is needed on the strategic positioning of government data opening in big data development.Under the national leadership model,the government data opening is mainly discussed at the strategic level,and specific practices have not been fully carried out.At present,it is still in the stage of local government’s trial and error.Due to unclear policies,lack of higher-level legal basis,and inconsistent technical standards,the construction and operation of local government data opening lack systematic development,and regional cooperation and international cooperation also need to be further developed.On the other hand,China has not realized that the government data opening,whether from legal protection,technological research and development,platform design and operation,is not fully integrated with international standards,and the number of innovative industries based on data opening and innovation in the field of artificial intelligence has not made significant breakthroughs yet.Therefore,finding a better path for China’s government data opening that can keep up with the implementation of China’s big data strategy is particularly urgent.This article starts with clarifying the inherent logical relationship between big data and government data opening,analyzes the connotation of data and data opening logically,proposes a government-led model of data opening from the perspective of system engineering construction,vigorously carries out basic construction such as technological research and development and platform construction,and improves the legal protection system and regulatory system from the central to local levels.Based on learning from foreign concepts,technologies,legislation and international cooperation experience,a government data opening system with Chinese characteristics that is suitable for China’s reality is constructed and improved.
