Starting from October 2018,in order to enhance the ability of grassroots social governance and solve the problems of unclear rights and responsibilities of township law enforcement and ineffective mechanism operation,Shawo Town,Xinyang City fully implemented the "one team manages law enforcement" system.It focused on team building,institutional innovation,and standardized operation,steadily accepting a batch of law enforcement powers that are urgently needed at the grassroots level and can be implemented on the ground.It explored and established the "five ones" Shawo model of comprehensive administrative law enforcement reform in townships,bridging the "last mile" of comprehensive administrative law enforcement in townships and achieving significant results.This paper first discusses the research background of comprehensive administrative law enforcement reform,introduces the current situation of theoretical research at home and abroad,explains related concepts and theoretical foundations,and reviews and summarizes the development process of comprehensive administrative law enforcement reform in China.Then,taking the comprehensive administrative law enforcement reform being carried out in Shawo Town,Xinyang City as the research object,this paper deeply analyzes and investigates the problems and reasons from the current status,existing problems,and causes of the reform.Subsequently,taking the comprehensive administrative law enforcement reform in four other regions in China as examples,this paper compares and analyzes the main practices and experiences of grassroots township comprehensive administrative law enforcement in different regions.It proposes suggestions for further improving the reform from the perspectives of clarifying law enforcement responsibilities,strengthening law enforcement team building,improving resource element guarantees,and expanding public participation channels.It provides a reform model for promoting township comprehensive administrative law enforcement in other regions of China. |
