| This research is based on the local practice of public management.Under the background of the COVID-19,based on the stress response process of COR theory,and explores the mixed research method of qualitative research and quantitative research to explore the incentive mechanism of grass-roots civil servants’ resilience and the impact of grass-roots civil servants’ resilience on job prosperity.For this reason,based on the literature,this study first,starting from the actual work of grass-roots civil servants,uses the Proceduralised Grounded Theory in qualitative research to code the interview data in three levels,and constructs the stimulation and aftereffect mechanism model of grass-roots civil servants’ resilience;Secondly,further derive the model using COR theory;Finally,data from427 grass-roots civil servants were collected using a large-scale questionnaire survey method to quantitatively verify the universality of the model.The study found that:(1)The average resilience of grass-roots civil servants in China is 3.672,and there is still room for further improvement,and there are significant differences between different genders;(2)The improvement of work and personal resources will increase the resilience of grass-roots civil servants;(3)Improving the resilience of grass-roots civil servants can effectively promote personal work prosperity.Therefore,this study attempts to propose a mechanism for enhancing and intervening in the resilience of civil servants.By increasing the work resources and personal resources of grass-roots civil servants,it helps to improve the resilience level of grass-roots civil servants,in order to better respond to various challenges and promote the transformation of organizational efficiency,it is beneficial for the dynamic and orderly development of public organizations.The research conclusions enrich the application scenarios of civil servant resilience in the field of public organizational behavior,and provide new management enlightenment for strengthening the environmental adaptability of grass-roots civil servants and even public organizations. |
