| Improving the collaborative ability of governance subjects is not only to deal with the prominent problems of involvement of many governance subjects,wide combat dimensions and weak collaborative ability in the governance process of telecom network fraud,but also an important way to effectively improve the effectiveness of collaborative governance.In the current research on the collaborative governance of telecom network fraud,experts and scholars mostly focus on the optimization and adjustment of collaborative governance methods based on their own specialties and research directions,but there are still prominent governance problems and insufficient governance efficiency under the condition of relatively mature measures.The research perspective is changed to take the current situation of the governance of telecom network fraud in N city as the starting point.Taking the governance theory and collaborative governance theory as the theoretical basis,this paper investigates the basic situation of telecom network fraud and governance subjects in N city through the research methods of literature research,investigation and case analysis,and defines the premise and object of collaborative ability improvement.Based on the case analysis of the measures taken by N city to improve the collaborative ability of governance subjects,it is found that the main reasons affecting the improvement of collaborative ability are the supremacy of individual interests which restricts the collaborative process,the difference in the interests of subjects caused by the management system,the absence of regulatory evaluation and the weakening of collaborative quality.Based on the above reasons,the countermeasures and suggestions are focused on three aspects: optimizing the internal and external cooperation relationship of governance subjects,improving the cooperative trust relationship between governance subjects,and strengthening the substantive binding force of collaborative governance subjects.Relevant studies are carried out,and feasible measures are proposed to enhance the collaborative ability of governance subjects. |
