Research On The Problems And Countermeasures In The Cooperative Governance Of Telecom And Network Fraud In N District Of S City

The report to the 20th National Congress of the Communist Party of China mentioned that we should enhance public safety governance,improve the social governance system,and advance the Peaceful China Initiative to a higher level.At present,human production and life style have changed and affected with various data methods,Internet communication methods,artificial intelligence and robot automation,and various new risks are superimposed.The public security governance situation is becoming increasingly complex.Telecom network fraud cases are also increasing with the development of new technologies such as the Internet and the Internet of Things,becoming a key public security issue of national concern.In April 2021,a teleconference on combating new types of illegal crimes in telecommunications and networks was held in Beijing.The meeting stressed that we should resolutely curb the trend of high incidence of such crimes,To make new and greater contributions to building a higher level of safe China and a law-based China.The N district of S city is an important growth pole for S city’s economy.With the rapid development of the economy and the influx of a large number of new citizens,public security elements are very active,and the situation of telecommunications network fraud cases is severe,making governance difficult.This paper takes the cooperative governance of telecom and network fraud in N District of S City as a case study,combs the relevant research literature of scholars at home and abroad,takes the risk society theory,social governance theory and cooperative governance theory as the theoretical basis,uses the literature analysis method,case study method,questionnaire survey method and individual interview method to study,and analyzes the severe situation of telecom and network fraud in N District of S City,introduces the cooperative governance of telecom and network fraud in N District of S City,summarize the effectiveness of the cooperative governance of telecom and network fraud in N District of S City.Sorting out the problems existing in the cooperative governance of telecom and network fraud in N District of S City,including the cooperation mechanism to be further implemented,the governance effectiveness still has a certain gap,the need to increase investment in the cooperative security,the need for further integration of professional forces,and the need to strengthen guidance for the participation of multiple entities;The reasons for the analysis are that the awareness of collaboration is not firm,the collaboration mode is deficient,the resource investment is insufficient,the professional training is relatively single,and the propaganda means are not integrated;Put forward the optimization strategy of cooperative governance of telecom and network fraud in N District of S City,namely,strengthen the cooperative awareness of the governance subjects,optimize the organizational model of cooperative governance,pay attention to the coordinated allocation and integration of resources,optimize the professional cooperative training model,and build a pattern of nationwide participation and prevention.
