According to the Civil Service Law,the public service units undertake public affairs management functions and are an important part of the public sector in China.Although it has only a history of more than ten years,this type of unit plays a very important role in fulfilling the government’s public functions and mission to serve the people,and the quality of work of its personnel has a profound impact on the administrative efficiency of the government and the service level of the departmental system.In recent years,the development of public service units has been gradually explored,and their functions and quality of work have received more and more attention,but the management,reform and staff development of this type of unit,which is determined by its special nature,has not received the same attention,especially the problem of staff burnout,which has become an important factor affecting the ability of public service units to perform their duties and improve the quality of service to the public.In view of this,the present study is based on the study of burnout.In view of this,this study explores the current situation of burnout and the factors influencing burnout of this type of employees in a specific industry system through empirical research,and proposes measures to alleviate burnout of staff in the public sector on this basis.This paper argues that,under the new situation,we should pay active attention to the burnout problem of the staff of the public sector;at the same time,we should explore effective countermeasures to alleviate the burnout of this type of staff in the light of the current reform work of the administrative sector,so that the staff of the public sector can adapt to the new requirements of the profession as soon as possible,and thus help the government departments to implement the administration and serve the economic and social development more effectively.Based on the theories of three dimensions of burnout,Maslow’s hierarchy of needs theory and two-factor theory,this paper understands the current situation of burnout among the staff of public housing units in S city through literature research,interviews and questionnaires,combined with the current work situation,and based on the reference analysis of previous research results,we start from the core concepts of public housing units,burnout and burnout mitigation.Through an in-depth analysis of the causes of the current situation,common factors that affect burnout,such as individual differences,and individual causes,such as organizational care,social concern,and current job assignment,job promotion,and personnel psychological disparity,faced by specific department groups,are derived.Based on these factors,this paper deeply analyzes the root causes of these problems from the perspective of public management,such as incomplete internal reform of the system,unreasonable staffing structure,ineffective organizational culture construction,and insufficient fault tolerance of the working public.Finally,it attempts to propose measures to alleviate the current burnout problem of the staff of the housing and construction system in S city in terms of improving the institutional mechanism,strengthening the organizational construction,improving social awareness,and enhancing personal ability. |
