Study On The Function Optimization Of District Government In The Social Governance Of City

Municipal social governance is an important link to realize national governance at the municipal level,is also an integral part of the national governance system,and is also an important orientation to realize the optimization of government functions.The fifth plenary session of the 19 th CPC Central Committee put forward the innovative idea of "strengthening and innovating municipal social governance",which is consistent with the essence of the transformation and optimization of government functions.The municipal government is a grass-roots government in the Chinese government system,and plays a central role in the urban governance of prefecture-level municipal governments.After the reform,with the development of the economy and society,the isomorphism of responsibilities between the municipal and district(county)governments is prominent.The existing district government functions,in order to give play to the expected effect of urban co-construction and sharing,have caused the problem of different powers and responsibilities between cities.At present,China has entered a new period of development.In the social governance system,the degree of satisfaction of government functions to society has also changed to a certain extent.The problems existing in the performance of functional responsibilities of district governments are also increasingly exposed.The exposure of these problems urgently requires the municipal and district governments to clearly determine the functions of municipal governments,It is an urgent work in social governance to straighten out and clarify the subordination relationship and division of responsibilities between governments in the governance system of the district government.Based on this,this paper is based on the actual situation of Jiuquan S District Government,according to the actual logical needs of the functional organization of the S District Government,taking the current situation of the functional departments of the S District Government as the starting point,and combining with the research on the functional positioning of prefecture-level cities compiled by the central government,interviews and discussions with the party and government cadres at the three levels of Jiuquan City,County,and Township,as well as the municipal and county-level departments,Analyze the performance of government functions and the existing problems and causes of government departments in the actual operation process,and focus on how to make the relationship between the "city district" government more reasonable and smooth in the process of S district government and market,function division and power and responsibility matching,with the ultimate goal of promoting the coordination,efficiency and optimization between S district government functions and government departments.The thesis consists of five parts.The introduction describes the background and significance of the options,the current situation and comments at home and abroad,the research ideas and methods,the key and difficult points of the research and the innovation points.The first chapter of this paper defines the relevant concepts and theoretical basis involved,including the social governance and government functions of the municipalities directly under the Central Government(county-level)and municipalities.The theoretical basis mainly centers on the theory of inter-governmental management,the theory of government functions and the theory of governance;The second chapter mainly analyzes the status quo of S district government in the composition of government functions and the function orientation of municipal social governance,the status quo of S district government functions and the relationship between "city and district" governments;The third chapter,based on the analysis of the current situation of S district government in municipal social governance,finds out the main problems in the performance of S district government’s functions in municipal social governance,and analyzes and discusses the problems found;The fourth chapter,based on the analysis of the causes of the existing problems,and combined with the practical needs of the S district government in the municipal social governance,proposes how the S district government should optimize the government functions in the municipal social governance.The problems studied and the countermeasures proposed in this paper hope to provide a reliable basis for optimizing the government functions similar to the S district government,and reasonably divide the overall responsibility relationship between the city and the district,so as to promote the construction of a service-oriented government.
