A Study On The Provision Of Care Servicesfor The Disabled In Nanning City

China has a large number of disabled people with distinct characteristics,and they are a vulnerable group that needs social attention in particular,while the mentally,intellectually and severely physically disabled people face more serious problems of self-care,interpersonal interaction and social integration,etc.Therefore,the state has launched the livelihood project of care services for the disabled for the intellectually,mentally and severely physically disabled people.Since 2010,Nanning City has been vigorously carrying out care services for people with disabilities,and although it has achieved certain results,it is still facing some problems in the process of continuous development.Care for persons with disabilities is an important public service for persons with disabilities in China,and it is important to study the supply of care services for persons with disabilities in Nanning City to improve the quality of life of persons with disabilities,help persons with disabilities and their family members to find employment,and strengthen the construction of social security and service system for persons with disabilities.Based on the data of the special survey on the care services and needs of persons with disabilities in Nanning City from 2018 to 2022,we use the "service triangle" theory,the new public service theory,and the collaborative governance theory as the theoretical basis,use the literature research method to sort out the research results of many scholars,clarify the research ideas,and use the in-depth interview method to go deeper into the various types of care institutions for persons with disabilities and those eligible for care services in Nanning City.The research was conducted by using in-depth interviews,going into various types of care institutions and families of disabled people who are eligible for care,taking disabled people who are receiving or have received care services,the staff of care service institutions and relevant government staff as interviewees.The study found that the policy system of the provision of care services in Nanning City needs to be improved,the resources for the provision of care services are not sufficient,and the coordination between multiple actors needs to be strengthened.The reasons for these problems include the government’s lack of knowledge about the provision of care services,the low degree of attention to the provision of care services,and the lack of a collaborative provision mechanism among multiple actors.In response to the above problems,suggestions for optimizing the supply of care services are put forward in three dimensions: service supply policy,service supply resources,and service supply system,aiming to provide a realistic reference for realizing the effective supply of care services for the disabled in Nanning City,so as to enrich the research on the governance of disabled affairs and promote the high-quality development of the cause of care services for the disabled.
