The problem of disabled elderly care appeared later during the aging of populationand it is hard to solve. Faced with the growing care demand of urban and rural areasdisabled elders, our country will have more and more pressure. Disability causes badinfluence on not only elder himself but also his family and our society. So thisproblem needs the attention of all social aspects.As the manager of public affairs and the provider of public services, thegovernment plays an important role in disabled elderly care. Because of the huge gapin disabled elderly care demand, the government needs to integrate the power ofsocial, market and family to build a diversified and multi-level supply system inelderly care. During the process of building, the government is the first responsiblebody, which will keep balance between public and private sectors and fairness andefficiency. At present, the main questions for our country’s government in disabledelderly care service are: the function setting of the government aging agencies is notclear, there are conflict between the government’s public welfare pursuit andmarketization’s profit pursuit, old-aged supporting resources allocation exists unfairsocial phenomenon and so on.Through combing the evolution of the government responsibility in elderly careservice and learning experiences from developed countries in dealing with disabledelders, we can get inspiration in developing disabled elderly care services. In view ofthe questions on our country’s government in disabled elderly care service, somesuggestions are put forward from management body, supply system and security funds.Firstly, strengthen the reform of the management system to ensure the powersaccording with the responsibilities of the aging agencies. Secondly, foster adiversified and multi-level supply system in elderly care. Thirdly, establish long-termcare insurance to increase disabled elderly care service funds. Fourthly, strengthensupervision system of the disabled elderly care service.
