Research On The Construction Of Rule Of Law Culture In Rural Areas Under The Background Of Rural Vitalization

Under the background of rural revitalization,the social structure is changing deeply and the interest relationships are becoming increasingly complex in rural areas.So it’s urgent to improve the ability of village cadres to use rule of law thinking and methods to implement rural revitalization and to handle conflicts.Likewise,it’s also urgent to improve rural people’s legal literacy.Therefore,the mode of “behaving in accordance with the law,looking for legal help in case of trouble,using legal means to solve problems,and handle contradictions by the law” becomes the subject’s need and behavioral consciousness of rural people.As a result,they can both guarantee the stable operation of rural areas and the smooth implementation of rural revitalization.After expounding the concept of rural revitalization and the construction of rule of law culture in rural areas and combing the related theories,the mutually beneficial interaction between rural revitalization and the construction of rule of law culture in rural areas is further clarified.That is to say,rural revitalization provides important historical opportunities for the construction of rule of law culture in rural areas.And the construction of rule of law culture in rural areas provides a strong legal guarantee for rural revitalization.Based on the case study of Zuli Village of Rong Country in Guangxi,it’s found that the rural rule of law atmosphere,rural people’s legal literacy,and rural cadres’ rule of law thinking and ability to handle affairs according to law has been gradually improving,by the means of integrating high-quality rule of law resources,building rural rule of law culture positions,mobilizing rural people to take rule of law practice.However,it should be noticed that there are still deficiencies as follows.The quality of lawmaking,lawenforcement and judicature in agriculture-related needs to be improved.The multi-subject building structure needs to be intensified.The legal publicity and education needs to be strengthened.And the public legal service system in rural areas needs to be improved.Therefore,in order to promote the process of the construction of rule of law culture in rural areas under rural revitalization,the following four promotion paths are proposed.The first is to improve the quality of lawmaking,law-enforcement and judicature in agriculture-related to strengthen external support.The second is to intensify the coordination and participation of multi-subject to unite powerful force.The third is to strengthen the legal publicity and education to create a strong cultural atmosphere.The fourth is to improve the public legal service system in rural areas to strengthen basic supply.
