In the context of the continuous deepening of the reform of "decentralization,regulation and service",the demonstration of the modernization of social governance at the municipal(prefecture)level has been rolled out across the country.The reform of the administrative examination and approval system of public security organs at the prefecture level is faced with the requirement of "breaking the process segmentation of public service supply and providing a ’one-stop’ service supply mechanism as far as possible".As one of the few prefecture-level public security organs in China that has set up a special administrative examination and approval department,Zhanjiang leads most prefecture-level cities in exploring the reform of administrative examination and approval and optimizing its services.By comprehensively applying the theories of new public service and digital governance,this paper comprehensively analyzes the current situation and achievements of the reform of Zhanjiang’s public security administrative examination and approval system from four aspects,such as breaking the system bottleneck,promoting the upgrading of "One door",enabling "one network" with wisdom,and standardizing the construction of "one window".At the same time,it also puts forward the problems encountered in the reform.On this basis,the experience of the reform of administrative examination and approval system of public security departments in prefecture-level cities inside and outside the province is investigated and analyzed,and the countermeasures to further deepen the reform and optimize the service of Zhanjiang public security administrative examination and approval are put forward: first,straighten out the administrative system and optimize the linkage mechanism;Second,we will continue to integrate the functions and powers of public security law personnel in business examination and approval,accelerate the construction of the wisdom hall of public security,continue to add special government service projects,and explore the implementation of the work system of chief affairs representative;Third,expand the business types of the platform,ensure the safe and stable operation of the platform,and develop more convenient functions;Fourth,pay attention to the training of cadres,standardize the service process and evaluation mechanism,improve the political treatment and economic security of staff.It is hoped to enrich the theoretical research on the reform of public security administrative examination and approval and provide reference for the optimization of administrative examination and approval service in prefecture-level cities. |
