Research On Problems And Countermeasures Of Green Factory Cultivation From The Perspective Of Collaborative Governance

At present,China is facing the challenge of transforming the industrial manufacturing industry to green development,the "Notice on the organization of green manufacturing system creation" issued by the Ministry of Industry and Information Technology in 2016 proposed to carry out green factory cultivation work,and strive to cultivate more than1,000 green factories with high energy efficiency and high recycling utilization in the country by 2025.In this context,during the "13th Five-Year Plan" period,the Ministry of Industry and Information Technology has cultivated a total of 2121 green factories,and some provinces and cities have also introduced relevant green factory cultivation programs and cultivation policies,and the country has basically formed a national,provincial and municipal green factory gradient cultivation system.Up to now,J Province has cultivated a total of 32 national green factories,accounting for only 1.5% of the total number of national cultivation,and 112 provincial green factories,which has a large gap in number compared with developed provinces.Therefore,it has become a realistic and urgent problem to analyze the situation of green factory cultivation in J Province and put forward reasonable countermeasures.The cultivation of green factories has played a positive role in strengthening the main responsibility of local governments for green development,coordinating the coordination of various functional units,and integrating enterprise resources to participate in green development.However,promoting the cultivation of green factories requires multi-party efforts,such as poor communication and collaboration between the upper and lower levels,between the government and enterprises,and between different functional departments,which hinder the process of green development.Therefore,the collaborative governance research of multi-subject cooperation is very necessary.Based on the perspective of collaborative governance,this paper takes the cultivation and development of green factories in J Province as the research object through the methods of literature analysis,comparative analysis and empirical analysis.Firstly,it mainly summarizes the basic concepts of green factories,green factory cultivation basis and requirements,green factory cultivation process and green factory cultivation guarantee mechanism.And explain the entrepreneurial government theory,cooperative governance theory,sustainable development theory and the main points of use in the paper.This paper deeply analyzes the current problems from three aspects: the collaboration between the upper and lower levels,the collaboration between cross-departments and the collaboration between the government and enterprises.Combined with the theory,it deeply analyzes that the main reasons are the lack of coordination mechanism between the upper and lower levels in J Province,the imbalance of governance subjects and the fragmentation of governance logic.By referring to the advanced experience of domestic and foreign government administrative departments in the cultivation of green factories,such as the mature experience of foreign countries such as the European Union,South Korea,Japan in the green factory evaluation system,laws and regulations,and financial policies;In China,Anhui Province strengthened the publicity and guidance of green factories,Henan Province established a perfect green factory cultivation system,Huzhou City in Zhejiang Province increased policy support,explored the experience of creating a star-rated green factory evaluation mechanism,and put forward reasonable suggestions in a targeted way to promote the cultivation of green factories in J Province.Build a top-down coordination mechanism by strengthening inter-level work guidance,issuing fund security policies,and improving the governance efficiency of grass-roots organizations.Achieve multi-subject coordination and co-governance by establishing a green factory assessment and management mechanism,cultivating third-party green service institutions,and establishing a green enterprise assistance mechanism.Through improving laws and regulations and promoting the coordination of multi-department incentive policies,the countermeasures and suggestions are made to realize the cross-department coordination mechanism.
