How Social Mobilization Influences Farmers’ Participation In Decision-making On Village Public Affairs?

Active and effective participation of farmers in public affairs is an important symbol of modernization of rural governance system and governance capacity and has become the key to enhancing farmers’ endogenous development momentum and promoting long-term highquality development of agriculture and rural areas.However,in the practice of rural public affairs governance,there is still a large number of farmers who do not participate in the phenomenon,and it is common to see "the government working and the people watching".The lack of participation of farmers in public affairs has reduced the vitality of rural development and hindered the promotion of major rural construction and the implementation of relevant policies.Social mobilization in the new era provides important ideas to improve farmers’ participation in village public affairs,and social mobilization influences farmers’ behavioral decisions by affecting their perceived "benefits" and "risks" of participating in public affairs.Therefore,it is important to incorporate social mobilization and perceived value into a unified analytical framework that affects farmers’ participation in public affairs.The reform of the rural collective property rights system,which has been fully implemented nationwide,is an important window for rural households to participate in rural public affairs,and an important opportunity to stimulate the awakening of their participation consciousness and increase their participation activeness.As the subject and direct beneficiary of the reform of rural collective property rights system,the effective participation of farmers is the key and core of the effectiveness of the reform of rural collective property rights system.Based on citizen participation theory,social mobilization theory,SOR theory,and other related theories,this paper empirically examines the influence mechanism of social mobilization on rural collective property rights reform through perceived value of farmers’ participation using453 research data in Weinan and Yan’an cities of Shaanxi Province.Then,using ABM-based simulation modeling techniques,a simulation model affecting farmers’ participation in rural collective property rights system reform was constructed to observe the evolutionary process of farmers’ group behavioral decisions.The main findings are:(1)the overall level of farmers’ willingness and behavior to participate in the reform of rural collective property rights system is low.Among the different types,farmers’ willingness to pay attention and express their willingness are relatively strong,and the behavioral level of consultation-based participation is the highest.(2)Social mobilization influences farmers’ village public participation through perceived value,with administrative mobilization having the greatest degree of influence on farmers’ perceived economic value,organizational mobilization having the greatest degree of influence on farmers’ perceived risk,and elite mobilization having the greatest degree of influence on farmers’ perceived emotional value.(3)The degree of influence of perceived value on farmers’ participation behavior is in the order of perceived emotional,perceived economic value,perceived risk,and perceived social value.(4)The total effect value of administrative mobilization on the influence of farmers’ behavior was the largest.From symbolic participation to substantive participation,the gap between the three types of mobilization on farmers’ behaviors decreases gradually.Farmers at higher levels of participation are more concerned with spiritual needs.(5)The increase in the intensity of administrative mobilization can promote farmers’ participation in public affairs and reduce the arrival time of the peak of farmers’ collective action.The increase in the number of village elites can effectively increase the participation of farm households in public affairs.The effect of the degree of agglomeration of village farmers on the level of farmers’ group participation shows an inverted U-shaped trend.Based on the results of the above empirical tests and simulation analysis,the following policy recommendations are proposed:(1)improve farmers’ cognitive literacy and effectively enhance the mobilization capacity of grassroots government organizations.This includes regular policy interpretation and education,combining benefit induction and emotional motivation in the mobilization process,and maintaining the authority of grassroots government.(2)Vigorously cultivate rural elites and give full play to the role of demonstration and drive.This includes improving the policy support and financial guarantee for villagers to return to their hometowns,etc.(3)Promote the diversified development of rural social organizations and enhance the capacity of rural organizations.This includes supporting the improvement of the structure and management system of social organizations and good communication with the grassroots government,etc.(4)Smooth the channels for farmers’ participation in village public affairs and create a platform for farmers’ information sharing.This includes developing processes and codes of conduct for farmers’ participation in village public affairs,openness and transparency in the whole process of village public affairs governance,and digital and intelligent empowerment of public affairs governance.
