Research On Grass-roots Social Mobilization Mechanism Under The Background Of Public Crisis

The rapid transformation of market economy and urbanization has brought about dramatic changes in rural society.The phenomenon of village atomization is becoming more and more fierce,while the public spirit of the villagers is declining,the original moral reward and punishment mechanism of the village is broken,and the cohesion and self-management ability of the village are greatly reduced.This not only makes the country’s policy implementation face "the last kilometer" predicament,but also makes the village difficult to realize the self-mediation and the cooperation action,lacks the rural development and the Revitalization Intrinsic Power.At present,how to effectively mobilize the village collective members to participate in the rural social construction is an urgent problem to be solved.From the perspective of resource mobilization,through the observation and research on the implementation process of the work of changing customs in the context of epidemic prevention and control in D town,this paper finds that:First.The benefit is the main factor that affects the efficiency of mobilization.It is an important condition to realize effective mobilization to coordinate all the resources,combine the mobilization topic with the mobilization object,and link the individual benefit with the collective benefit..Second.Combining different governance tasks with common mobilization goals to form a mobilization polymer can improve mobilization efficiency,break through some mobilization blocking points that are difficult to break through at ordinary times,and achieve the effect of "easy mobilization drives difficult mobilization".Third.On the basis of consensus,the measures of control,coordination,and encouragement in action are the important factors for the success of polymer mobilization,and the most important factor is control.Fourth.Strengthening the subject of mobilization,clarifying their respective responsibilities,focusing on the benefits of the masses,increasing the collective income,enriching the governance network,promoting the aggregation of the subject,moderately strong guarantee,and accelerating the system construction are the key to rebuilding the rural unity and stimulating the vitality of rural mobilization.
