Study On The Role Of The County-Level People’s Congress In Rural Revitalization

The 19 th Party Congress proposed the implementation of the rural revitalization strategy and made solving the "three rural issues" the top priority of the whole Party.Rural revitalization is not only an important task of the Party and the government,but also an important task of the NPC,CPPCC and other public departments.The main battlefield of rural revitalization is the counties and towns,and the standing committees of the people’s congresses at the county and district levels,as local power organs,resolving important matters concerning the development of the "three rural areas",supervising the performance of other local organizations,and appointing and dismissing cadres related to the "three rural areas".The county-level NPC representatives are directly elected by rural voters,so they have the natural advantage of being close to the people and have a more comprehensive knowledge and understanding of industrial development and the problems encountered in the production and life of the masses.Therefore,the full play of the functional role of county-level NPCs affects the high-quality development of rural revitalization.Based on this background,this paper adopts case study method to analyze the overview of the role played by the Standing Committee of the People’s Congress of H city(county-level city),its deputies and the staff of the Standing Committee of the People’s Congress in rural revitalization and the problems that exist,based on participatory governance theory and political role theory,to summarize the experience of county-level People’s Congress in promoting the development of "three rural It is of great significance to summarize the experience of county-level people’s congresses in promoting the development of "three rural areas",to give full play to their functions to protect the fundamental interests of farmers,to ensure the implementation of the decisions and deployments of the Party committee and the government in townships,and to ensure the comprehensive promotion of rural revitalization.The study found that Danjiangkou County People’s Congress has been actively focusing on the rural revitalization strategy to deepen supervision and carry out representative activities such as "five levels of representatives in action to combat poverty",which has to a certain extent promoted the development of the local "three rural areas".However,there are still some issues: the role of Danjiangkou County People’s Congress in deciding and supervising important matters in rural revitalization is not in place;secondly,the County People’s Congress representatives are not active and effective in performing their duties around rural revitalization;thirdly,the presence of County People’s Congress in the hearts of township people is weak.The reasons for this are,firstly,the intersection of the power relationship between the party committee and the County People’s Congress,which restricts the full play of the County People’s Congress’ s authority to a certain extent;secondly,the lack of specific norms on the exercise of the County People’s Congress’ s authority and the supervision and accountability mechanism by the law;and finally,the weak construction of the county and township County People’s Congresss themselves,insufficient working force and inadequate publicity.In response to the above problems,this study proposes new countermeasures to give full play to the role of County People’s Congresss to help rural revitalization based on participatory governance theory and political role theory.First,the power relationship between the County People’s Congress and the party committee and government should be actively rationalized to form a joint force to help rural revitalization;second,continuously improve the supervision effectiveness around the rural revitalization strategy and improve the decision mechanism of major matters;third,further improve the ability of the delegates to perform their duties,grasp the training work of the delegates,organize and carry out the activities of the delegates,grasp the delivery of the delegates’ suggestions,and explore and improve the incentive and restraint mechanism of the delegates.Fourth,to further strengthen the County People’s Congress’ s own construction and improve the setting of the bureau of the township County People’s Congress.This study emphasizes giving full play to the institutional advantages of grass-roots people’s congresses close to the people,identifying effective ways to give full play to the functional role of county and township people’s congresses,enhance grass-roots governance capacity and powerfully promote agricultural and rural development,and providing new ideas for giving full play to the role of people’s congresses in the new era is to help rural revitalization.
