Research On Quality And Safety Supervision In The Field Of Grain Circulation In Z City

As food quality and safety is an important part of food security,its regulatory effectiveness is related to food security and even to national security.The effectiveness of county food quality and safety supervision will affect the regional high-quality food supply,and also reflect the ability and level of grassroots government governance practice in the new era.People’s daily life is inseparable from all kinds of food directly produced or transformed by food,and there may be some hidden risks in quality and safety in all links from "field to table",which puts forward higher requirements for the supervision of government departments.From the perspective of public management,based on the working practice of quality and safety supervision in the field of grain circulation in Z City,combined with the theory of information asymmetry,holistic governance theory and responsive supervision theory,this paper attempts to find out the problems and causes of food quality and safety supervision in Z City,explore the path of improving the efficiency of food quality and safety supervision in the county,and achieve the purpose of improving the existing supervision model,improving the supervision efficiency,and ensuring food quality and safety.The study shows that in recent years,Z City has deepened the reform of institutions and mechanisms,continuously strengthened regional food security supervision,and made solid and powerful work and remarkable achievements in the implementation of the food security responsibility system,the promotion of high-quality food projects,and the high-quality development of the food industry.However,with the deepening of multiple reforms such as institutional reform and grain reserve system reform,food quality and safety supervision has faced new problems and challenges,including the coexistence of duplicate supervision and lack of supervision,the shortcomings of quality and safety supervision in the whole chain,the quality monitoring capacity cannot meet the regulatory needs,and the role of social supervision as the main body has not been effectively played,etc.,which are not conducive to the improvement of the efficiency of food quality and safety supervision in Z City.In view of the problems existing in the supervision of food quality and safety in the field of grain circulation in Z City,this paper puts forward specific countermeasures from four aspects: improving the long-term mechanism of departmental collaborative supervision,comprehensively improving the ability of food quality traceability,improving the construction of quality and safety inspection and monitoring system,and giving full play to the effectiveness of social supervision.The proposal of these countermeasures provides some ideas for the optimization and improvement of food quality and safety supervision by other county(district)level regulatory departments,which can be used for reference.
