Study On Safety Supervision Of Grain Circulation In Liaoning Province

Food security concerns people’s livelihood,ensuring food security can guarantee the long-term stability of a country,food security includes production,distribution and consumption.After the founding of New China,our country promulgated a set of laws and regulations that related to grain,but the lack of grain circulation supervision and management system.After the reform of the food agency in 2018,the food system is not well connected,where authority and responsibility are unclear,food circulation safety supervision mechanism is not sound,the team is unstable,the phenomenon of insufficient resources and capital investment.Especially in the face of the grave situation of the spread of the global epidemic,coupled with the relatively weak domestic grain storage infrastructure,it brings certain challenges to the safety of food production,circulation and consumption,we should establish a sound supervision and management system for grain circulation safety,therefore,we will establish a sound supervision and management system for grain circulation safety,we will do a good job in supervision and administration of grain circulation,it is vital to our food security.The main content of this paper is the supervision and management of grain circulation safety in Liaoning Province,through literature research,interview and empirical analysis,this paper studied the safety supervision and management of grain circulation in Liaoning Province,based on the theory of public goods and government regulation,the current situation is analyzed from the perspective of regulatory subject,regulatory content,regulatory means and regulatory effect,the problems in the safety supervision of grain circulation in Liaoning Province were analyzed,and analyze the causes of existing problems,it is mainly due to the imperfect supervision team building mechanism,incomplete supervision laws and regulations,imperfect supervision mechanism and inadequate supervision understanding.Drawing on the experience of Heilongjiang,Guangdong and Jiangxi provinces in food circulation safety supervision,finally,from the level of laws and regulations,system construction,supervision process and performance management,put forward the countermeasures and suggestions for the safety supervision of grain circulation in Liaoning province.
