| In recent years,the Party and the state have placed the development of vocational education in an extremely important position and attached great importance to it.The revision and implementation of the New Vocational Education Law in 2022 further clarified the important position of secondary vocational education.However,the social performance of secondary vocational education has not significantly improved,and the enrollment situation is still not optimistic.At present,most of the research on the implementation of enrollment policies for secondary vocational education in China focuses on developed coastal areas,and there is little research on fourth tier cities with a small population and mixed ethnic groups.In view of this,this article analyzes the actual situation of the implementation of the enrollment policy for secondary vocational education in P city,S province from the perspective of public management.The reasons for the difficulties are analyzed from four aspects: policy and institutional factors,environmental obstacles and restrictions,constraints from the deficiencies of the executing entity itself,and inadequate regulatory mechanisms.Identify the difficulties in enrollment and propose optimization suggestions for enrollment policies.In order to provide some help in improving the implementation difficulties of the enrollment policy for secondary vocational education in P city,and to provide assistance in accelerating the construction of a regional highland for secondary vocational education,and to achieve the healthy development of secondary vocational education in P city. |
