A Study Of Elite Village Cadres’ Behavior In Managing Villages In The Context Of Projects Entering The Village

Under the background of project into the village,"managing villages" has become a common phenomenon spreading all over.Among them,the phenomenon of village management by elite village cadres is particularly striking.Based on this,the author chose Yun Village in Shaanxi Province as the research site,collected materials through in-depth interviews and participatory observation,and analyzed the behavior of village management by elite village cadres with the help of new endogenous development theory and social action theory,and formed the following understanding.First,resource integration is the practical logic of village management by elite village cadres.By integrating and mobilizing internal and external resources of the village,the elite village cadres can form a synergy for the development of village industry and achieve the goal of village development.Specifically,through a series of strategic operations,the elite village cadres integrate and mobilize the resources of the new county sage,the local resources of village society,the attention resources of county and township leaders,and the resources of national projects,so as to realize the gathering of resources at the village level and build the village into an industrial highlight.Among them,the process of resource mobilization by the elite village cadres also activates the endogenous development momentum of villagers,and the village industry embarks on the path of endogenous development.Secondly,the order of industrial development of "endogenous and external promotion" and the order of industrial governance combining unification and division are the basis of order for the sustainable operation of villages run by elite village cadres.The industrial development order of "endogenous and external promotion" refers to the activation of the villagers’ endogenous development momentum,the industrial options are decided by the village,the development process is controlled by the village,the development benefits are enjoyed by the village,and the external resources are successfully internalized into the village development momentum to promote the village development;the industrial governance order of unification and division refers to The unified and divided industrial governance order refers to the formation of the industrial management pattern of "village unified industrial services-group coordination of industrial disputes-villagers planting by households",which ensures the orderly development of village industries.Third,elite village cadres manage villages to bring multiple effects.These effects include project performance on the ground,industrial development leading villagers to common empowerment and the return of elites to enrich the talent team in three aspects.The positive performance of village management by elite village cadres leads to the recognition of their management behavior by villagers and the sustainability of their management behavior.Finally,the paper also discusses the mechanism of performance generated by the use of project assets,as well as the issues of villagers’ demand expression and village development-based debt under the management of villages by elite village cadres.
