the petition work in Zeya Town: first,the government has not given full play to its functions,forming a relatively weak working force and forming a strong unstable team;Second,the masses have formed determined that the specific reasons for the problems in carrying out petition work in Zeya Town are as follows: First,the authority of petition department does not highly match the responsibility;Second,the petition masses only form a weak awareness;Third,the working mechanism of complaint reporting has not been improved;Fourth,the cost of paying complaints is too low.Finally,based on the development status,existing problems and causes of problems,specific measures to optimize the work of letters and visits in Zeya Town are formulated.The details are as follows: First,the government’s ability to resolve letters and visits problems should be improved;Second,the duties and authority of the complaint reporting department should be clarified,so that the complaint reporting working mechanism is more perfect;Third,the legal publicity and legal education should be strengthened,so that the masses can have a correct understanding of the petition work.In
