Research On The Status Quo, Problems And Countermeasures Of Grassroots Letters And Visits Work

Letters and Visits System is designed to tie up relations between local governments and the masses, to protect legal interests of complaint reporters, and to maintain the order of petition. Over the past decades, Chinese Letters and Visits System, as a specific dispute-solving mechanism and effective expression of public opinion, plays an important role in social development. In recent years, with continuous development of national economy and constant transformation of social systems, the original benefits distribution mechanism has been damaged, benefits pattern has had profound adjustment, and a mass of social problems has been reflected through the Letters and Visits channel. Letters and Visits Department has extended their work from letters registration and delivering to interception, take back and stability control of complaint letters, which disobeys the original intention of Letter and Visits Regulations. The current construction of Letters and Visits System at grassroots level, and the guidance on petition work according to the party’s policy, have been inconsistent with present task of petition work and requirements of legality.This paper takes the letters and visits work of B village, A county as example, emphasizes on analyzing the development situation of complaint and petitions in B village, and makes detailed analysis on all kinds of problems exposed in current petition work. On the basis of exploring the development dilemma of letters and visits, this paper proposes resolving methods of top-level design, system perfection, motivated support offering, and implementation of supervision responsibility, so as to optimize the development of letters and visits work at grassroots level.There are five parts in all in this paper: Part Ⅰ is the prelude, describing the realistic dilemma of letters and visits at grassroots, the time background, and the domestic and overseas research status,research ideas and research methods; Part Ⅱ is the introduction of the history, function and targets of petition work at grassroots level; PartⅢ is about the research on the letters and visits work at grassroots level, taking B village of A county as example, finding out the dilemma of petition work, and analyzing their working policies; PartⅤ is the analysis of root causes of letters and visits dilemma at grassroots level; PartVI offers some strategies and suggestions to resolve the current dilemma of letters and visits work at grassroots level.
