In recent years,especially since the outbreak of the COVID-19 pandemic,state-owned enterprises(SOEs)have played an important role in safeguarding the national economy,people’s livelihoods,emergency supplies,production,and optimizing the stable industrial chain.In order to promote the high-quality development of SOEs,state-owned assets supervision has long been highly valued by the central and local governments.The Fourth Plenary Session of the 19 th CPC Central Committee clearly stated the need to deepen the reform of SOEs.In June 2020,the Central Commission for Deepening Reform deliberated and approved the Three-year Action Plan for SOE Reform,which clarified that 2020-2022 is a critical period for SOE reform.As a state-owned asset supervision agency acting on behalf of the government,it has been committed to optimizing the supervision of state-owned assets since its establishment.Under the new round of three-year action plan for SOE reform,the supervision tasks and directions of state-owned assets management institutions have gradually become clear.However,there are some differences in the supervision mode,content,system construction,and level of supervision means between county-level state-owned assets supervision institutions and central,provincial,and municipal-level supervision institutions,which require further research and localized solutions.This paper takes the state-owned assets supervision agency and state-owned enterprises under the jurisdiction of S district in Suqian City as the research subjects,and uses the property rights theory,agency theory,and government-market relationship theory.Through literature review,questionnaire survey,and interviews,the paper identifies the problems in the state-owned assets supervision in S district,Suqian City.These problems include: 1)the supervisory body has not fully fulfilled its "three responsibilities";2)the supervision system is not sound,and the enterprises have not been able to effectively execute it;3)there is a lack of high-quality assets in the supervised entities,and the profitability is low;4)the supervision means are single and have not achieved informatization.In the meantime,the paper analyzes the reasons for these problems: 1)the functional positioning of the state-owned assets management agency is vague,and the workforce is insufficient;2)the modern corporate system is too formalistic;3)the layout of state-owned assets is unreasonable;4)the informationization and dataization of supervision have not been fully utilized.Finally,the paper puts forward four suggestions: 1)improve the state-owned asset supervision system and realize the organic unity of the "three responsibilities";2)highlight strategic layout adjustment and promote the efficient flow of capital;3)improve the market-oriented management mechanism and perfect the modern corporate system with Chinese characteristics;4)promote Party building-led new state-owned asset supervision and "multi-party linkage" to prevent risks.The above analysis and recommendations are hoped to provide some reference for county-level state-owned asset supervision. |
