Research On Problems And Countermeasures Of State-Owned Assets Supervision In W District Of Suzhou

State-owned assets play an important role in China’s economic and social development.Based on its importance,we must strengthen the supervision of state-owned assets.The government work report of the State Council in 2020 pointed out that we should implement the three-year action of state-owned enterprise reform,improve the state-owned assets supervision system,and specially issue the Implementation Plan of the Three-year Action of State-owned Enterprise Reform(2020-2022)to improve the reform effect of state-owned assets and state-owned enterprises,and better play the role of state-owned assets supervision.Although the current state-owned assets supervision is in continuous development,under the requirements of the new state-owned enterprise reform,there are still some problems in the state-owned assets supervision work in various places,such as the simplification of supervision methods,unclear regulatory positioning,unreasonable distribution of state-owned assets industry,inadequate collaborative supervision capacity,and imperfect information construction.W District is a typical representative of the local state-owned assets regulatory authority.Therefore,it is particularly important to study the current situation and existing problems of state-owned assets supervision in W District and put forward countermeasures and suggestions for the problems.This paper uses participatory observation,interview and other research methods to confirm the preliminary results of the State-owned Assets Supervision Office in W District in terms of system construction,state-owned enterprise reform,streamlining and delegating power and other aspects by studying the current situation of the State-owned Assets Supervision Office in W District.On this basis,by means of interviews,literature review and other methods,this paper analyzes the problems existing in the supervision of state-owned assets in W District.By starting with the role of state-owned assets supervision,corporate governance mechanism,strategic layout of state-owned assets,and progress of state-owned enterprise reform,and focusing on the main body level,management mechanism,capital investment and other contents,this paper discusses the problems existing in the role of supervisor,corporate governance,state-owned assets layout,state-owned enterprise reform and other aspects of W District,as a local state-owned assets supervision institution,under the new requirements of state-owned enterprise reform and development.The research in this paper shows that SASAC,as the department that performs the responsibilities of investors on behalf of the government,should shoulder more responsibilities.Improve the efficiency of state-owned assets supervision by improving the state-owned assets supervision system;Optimize the strategic layout of state-owned assets and promote the efficient flow of capital;We will deepen mixed ownership in an orderly manner and strengthen capital operation capabilities;We will strengthen supervision in four aspects,including improving the modern enterprise system and stimulating the vitality of enterprises,so as to better promote the development of local state-owned enterprises.
