| Since the reform and opening up,the Party and the state have continuously promoted the construction of a service-oriented government,focusing on enhancing the sense of gain and happiness of the people.In this process,"transforming government functions,deepening streamlining administration and delegating power" has become a focus and hot topic of government work,and the reform of the administrative approval system has also become an important link in institutional reform and streamlining administration and delegating power in various regions in recent years.Most of the research on the reform of the existing administrative approval system is focused on provincial-level or prefecture level cities,and there is relatively little research on local reforms.However,the reform ultimately needs to be carried out at the grassroots level.As a unit that integrates districts and towns,Zhangjiagang Economic and Technological Development Zone belongs to both the national level development zone and the township level.At the same time,it is also the Chengguan Town of Zhangjiagang City.Studying the reform of the administrative approval system in Zhangjiagang Economic and Technological Development Zone aims to implement the reform of decentralization,management,and service at the grassroots level The reform of the administrative approval system has certain reference and significance.This article takes the reform of the administrative approval system in Zhangjiagang Economic and Technological Development Zone as the research topic.Through reading literature,conducting visits and research,analyzing cases,and drawing on experience,it first studies the review of domestic and foreign documents to understand the basic situation and existing problems of China’s administrative approval system reform;Secondly,it elaborates on the basic theoretical concepts of the reform of the administrative approval system and proposes an important theoretical basis for constructing the reform of the administrative approval system,laying the groundwork for subsequent research on the reform of the administrative approval system;Finally,the basic situation of Zhangjiagang Economic and Technological Development Zone,as well as the process,measures,and achievements of the reform of the administrative approval system,are introduced.A series of problems that exist in the reform process are analyzed,such as inadequate streamlining and delegation of power by higher-level departments,unclear boundaries of responsibilities within internal institutions,unclear post supervision by functional departments,and inconsistent management of personnel stationed in departments.At the same time,by comparing and analyzing the successful practices of administrative approval system reform in advanced regions such as Shenzhen,Zhejiang,and Shanghai in China,and combining with the actual situation of Zhangjiagang Economic and Technological Development Zone,a series of opinions and suggestions are proposed,including improving the empowerment and acceptance system mechanism,strengthening the top-level design of government service platforms,optimizing the supervision system during and after the process,strengthening the construction of talent teams in the hall,and optimizing innovative approval services.I hope that through this study,we can summarize some experiences and problems in the reform process of the administrative approval system in Zhangjiagang Economic and Technological Development Zone,and provide valuable suggestions for the next step of promoting the reform of the administrative approval system in the Economic and Technological Development Zone. |
