With the victory of the 20 th National Congress of the Communist Party of China,it also marks that China’s economic and political development will enter a new "era",and the living standards of the people and the overall development level of society will reach a new height.However,in today’s rapid development,more and more issues are beginning to emerge,and the relationship between government regulation and economic development under the socialist market economy system is becoming more complex.How to handle the relationship between the government and the market will be related to social progress and stability for a long time in the future,which is also the focus of promoting China’s political system reform in the future.At present,how to continue deepening reform and opening up and maintaining the achievements of reform and opening up during the critical period of reform and opening up is the main direction of China’s political system reform in the future.In order to deepen reform and opening up and promote supply-side structural reform,the government has implemented a "separation of audit and management" transformation in some key areas related to economic development and people’s livelihood,so as to better serve the development of the socialist market economy.In terms of administrative approval,"decentralization,regulation,and service" has gradually become an important breakthrough point in reform,helping define a new balanced relationship between the government and the market,which is conducive to enhancing the decisive role of the market in the allocation of social resources,thereby optimizing the government approval and supervision mechanism,and promoting the transformation of functions.This article takes W County as the research object to investigate the supervision of approval matters under the separation of audit and management in W County.Firstly,the article introduces the research background and significance of this topic,briefly describes the relevant research status at home and abroad,and then analyzes the background,purpose,importance,and impact of the "separation of audit and management" reform in W County through the combination of relevant administrative approval,separation of audit and management concepts,theories,and the actual situation in W County,It also introduces the main measures taken by W County in the reform of "separation of examination and management" of administrative approval,including optimizing the process and methods of administrative approval,implementing closed-loop supervision during and after the event,establishing a "double notification","double feedback",and "double tracking" permit handling mechanism,establishing a "double random","double evaluation","double publicity",and a joint disciplinary and collaborative supervision mechanism.These methods have created good results for the supervision of administrative approval matters in W County.Based on this,it is proposed that W County still has problems such as "valuing approval but neglecting supervision",low information sharing,untimely coordination between review and management,lack of technical support,and insufficient regulatory capacity.The causes of the problems are analyzed in detail,mainly including the negative impact of the traditional government management system,inadequate construction of data platforms,insufficient interaction between review and management,and the lack of effective regulatory mechanisms.Further,it is necessary to improve the top-level design Some targeted and operable suggestions were put forward to strengthen the advantages of Internet technology,improve mechanisms,and strengthen supervision.
