Research On Government Responsibility For The Construction Of Smart Employment Service Platform For College Students

College students are an important talent resource of the country,and their successful employment is not only conducive to their own development,but also conducive to the harmony and stability of society.Therefore,solving the employment problem of college students is the top priority of the work of universal employment.Nowadays,the annual enrollment of Chinas colleges and universities is increasing,an d the number of graduates is rising.Although the party and the state attach great importance to the employment of college students,in order to solve the employment problem of college students,they have adopted many measures such as opening up employment positions and continuing to optimize employment policies,establishing a smart employment service platform for college students,and using the "Internet + employment" model to try to improve the efficiency of college students employment information manag ement,service and feedback,but there are still problems such as asymmetric employment information and scattered employment resources.As the leader of platform construction,the government has important responsibilities in platform construction.Based on this,this thesis delineates the governments responsibility for platform construction,and makes suggestions according to the problems and causes of different responsibilities,which is of great significance for improving the ability of employment services and promoting the employment of college students.Taking the theory of new public service,information asymmetry theory and responsible government theory as the theoretical basis of the research,this study classifies the government responsibility boundary of the construction of the smart employment service platform for college students into service responsibility,supervision responsibility and guidance responsibility,and clarifies the government responsibility system for the construction of the smart employment service platform for college students.According to the specific content dimensions of different responsibilities in the system,the questionnaire and interview outline were designed,and the college students,employer recruiters,staff of government employment departments responsible for platform construction,and college employment guidance teachers who used the platform were investigated and interviewed,and the current situation of government responsibility performance in platform construction was analyzed in depth.Through theoretical analysis and empirical research,it is found that there are some deficiencies in the governments performance of responsibilities in the service,supervision and guidance of the construction of the smart employment service platform for college students,which are caused by the unclear responsibility boundaries of the platform construction department,the limited resources of the government to invest in the platform construction,and the imperfect supervision mechanism for the performance of government responsibility.To this end,the government responsibility strengthening countermeasures for the construction of the smart employment service platform for college students are proposed.First,clarify the division of government responsibility for platform construction: improve the government responsibility management system,change the traditional employment work concept,and strengthen the communication between platform construction departments.Second,increase government resource investment in platform construction: establish an efficient employment service team,integrate scattered platform employment resources,strengthen the development of basic technologies such as recommendation algorithms and audits,attach importance to the security of platform construction,and strengthen the guarantee of funds and software and hardware facilities.Third,improve the government performance supervision mechanism for platform construction: improve the assessment system,strengthen self-supervision,and strengthen external supervision.
