Research On Government Purchasing Community Correction Service

As a non-custodial punishment method to correct criminals in the community,community correction has advantages in saving government expenditure and helping the objects of community correction to return to society smoothly.Effective development of community correction requires the support and participation of social forces,but there are difficulties of low participation enthusiasm of social forces and limited service level in our country.Shanghai and other places have explored innovative participation methods for the government to purchase community correction services,which effectively improves the quality of community correction services and reduces the possibility of repeated crimes among community correction objects.In order to promote the standardized development of Chinese government’s purchase of community correction services and enable community correction services to truly serve community correction objects,this thesis takes the theory of collaborative governance and service-oriented government as the theoretical basis,focusing on the synergy of purchasing subjects and the role of community correction objects.First of all,the practice status of purchasing community correction services in Tongshan District of Xuzhou City was investigated,and it was found that there were five problems:insufficient government purchasing power,poor coordination of subjects,relatively single purchasing method,limited service level of social organizations and low participation of service objects.The main reasons are incomplete laws and regulations,lack of awareness of collaborative governance,regional development gap and insufficient social attention.Then,the purchasing experience of typical cities of our country is summarized.Finally,combining with the analysis of the problem and the current situation of our development,we put forward some countermeasures and suggestions from five aspects: perfecting the relevant legal system,strengthening the synergy of purchasing subjects,improving the quality of service purchase,strengthening the service ability of social organizations and creating an atmosphere of social participation.
