| Trust is not only the prerequisite for the stable development of Chinese society,but also the key link to strengthen the modernization of national governance.Therefore,the improvement of national governance capacity and governance level should not only beware of the trap of "Tacitus",but also take the ability to obtain public trust as an important basis to measure the government’s governance.As an important tool for the construction of digital government,new media for government affairs has built a bridge for effective interaction between the government and the public.Especially since the COVID-19 outbreak in 2020,people have received information related to epidemic prevention and control through various new media channels,such as government affairs Weibo and government affairs wechat,and coordinated the effective implementation of epidemic prevention and control policies.New media for government affairs has become the platform closest to the masses.The government spreads positive energy through the new media platform of government affairs to show the feelings of home and country,which has certain positive significance for the improvement of trust in the government.Based on this,it is an irresistible trend and valuable to study how the use of new media in government affairs affects government trust.The government,the public and the new media platform of government affairs constitute the three links of the logic of government trust generation.Previous studies often focused on the government’s construction of new media of government affairs,while the public perceived the use effect of new media of government affairs based on their own needs to generate government trust.Therefore,the focus of new media construction of government affairs should be shifted to the perspective of the public.Strengthen the construction of new government media based on the needs of the public to meet the needs of the public so as to enhance the trust of the government.Therefore,it is necessary to explore the public’s use of new media in government affairs and how the needs of various dimensions affect government trust,and analyze the specific and causes of the public use process,which is of great significance to effectively use new media in government affairs to enhance government trust.This thesis defines the connotation of new media of government affairs and government trust,combs the needs of public use of new media of government affairs based on the theory of use and satisfaction,and divides the use of new media of government affairs into two dimensions: political use and non-political use.Based on the survey data of Xuzhou City,Explore the influence of political information access,political interaction and expression,participation in political affairs,supervision of political system and non-political use on government trust.Through the empirical study,it is found that in the political use of new government media,political information acquisition,political interactive expression and political supervision have a significant positive impact on government trust.However,participation in public affairs has a significant negative impact on government trust.In order to better understand the impact of existing problems in the use of new government media on government trust,this thesis selects 20 research samples to conduct in-depth interviews.Combined with interviews and questionnaires,it analyzes the five dimensions of the use of new government media,namely political information acquisition,political interaction and expression,participation in political affairs,supervision of political affairs and non-political use.At present,there are five problems affecting the trust of the government in the use of new media in government affairs: first,the information is not released in a timely manner and the ability to cope with public opinion is lacking;Second,the government’s response is mere formality and the quality of government services is low.Third,the public’s political consciousness is weak and the consciousness of political participation is not strong.Fourth,the lack of effective supervision channels,disorderly political participation prevails;Fifth,the function setting is not perfect,the lack of effective linkage between the new media accounts.Therefore,this thesis analyzes the causes of these problems from three aspects: the government,the new media of government affairs and the public,and proposes countermeasures and suggestions according to the theory of new public service and the theory of citizen participation.It is necessary to give play to the leading role of the government,build an effective connecting platform between the government and the people,and improve the political literacy of citizens. |
