The arrival of the era of intelligent federation of things is impacting on the inherent social order,especially the outbreak of COVID-19 epidemics in 2020,which accelerates the transformation of China’s intelligent society and makes ’ digital governance ’ a new solution for China’s governance.However,with the progress of digital technology and the popularity of social networks,the loss of government trust has become a new challenge for national governance worldwide.Based on the perspective of government trust,the thesis on the optimization strategy of Online Government-Civilian Interaction(OGCI)can play a positive role in shaping and enhancing government trust.Analyzing the interaction mechanism between Online Government-Civilian Interaction and government trust is the necessary theoretical basis to guide the practice of government Digital Governance.Based on the Co-production Theory,Social Capital Theory and SocioCitizenry Theory,this thesis constructs a two-way interaction model between government and citizens.On the basis of theoretical analysis and empirical data presentation,two core paths in the process of Online Government-Civilian Interaction are found.One is ’ Government Trust-Citizen Participation ’ issued by citizens,and the other is ’ Government ResponseGovernment Trust ’ issued by governments.The two paths jointly shape the interaction mechanism between government trust and Online Government-Civilian Interaction.In addition,this thesis also constructs a classification framework of Online Government-Civilian Interaction model based on ’ Trust-Response ’ model,trying to classify the online political-civil interaction model in China.In the empirical stage,this thesis takes Government Affairs Micro-blog(GAM)in the prevention and control of COVID-19 outbreak as the case,from the two dimensions of ’ central-local ’ vertical comparison and ’ local-local ’ horizontal comparison,to compare and analyze the current situation of Online Government-Civilian Interaction at different levels of government.Using Python web crawler technology for big data text mining,this thesis comprehensively presents the realistic differences between different Online Government-Civilian Interaction modes,and theoretically explains this difference based on the path between government trust and online government-civil interaction.Based on the empirical data,this thesis finds that the interaction between Online Government-Civilian Interaction and the pattern of differential government trust is deepening,including the dislocation of government response strategies and the disorder of public participation.The underlying reasons are the lack of government awareness of the role of citizen cooperative producers,the impact of the "Hierarchical Government Trust(HGT)" on the effectiveness of public participation and the relative lack of government social capital stock.Based on the theoretical framework and empirical analysis results,this thesis proposes a phased optimization strategy for the whole process of Online Government-Civilian Interaction:Firstly,the government should prepare for the early stage,change the concept of governance,improve the system guarantee,and optimize the operation of the platform,so as to enhance the interaction between the two parties;second,optimize the medium-term response,the government should ensure the quality of information,effectively respond to public demands,optimize the experience of participation in three areas to give full play to the accumulation of government response to social capital;third,pay attention to the later improvement,the government should further in-depth analysis and utilization of interactive big data,improve the citizen-centered evaluation and assessment mechanism,and do a good job in trust restoration.
