Research On The Development Trend Of Provincial Digital Government Based On Evaluation Leading And Policy Orientation

The construction of digital government is an important part of promoting the construction of the Digital China.The high-quality development of digital government is an important way to realize the modernization of national governance system and governance capacity.The Party Central Committee and the State Council attach great importance to the construction of digital government.From the current situation of practice in various provinces,the construction of digital government in China has achieved initial results,but there is still a big gap with the high-quality development goal of digital government.In this context,grasping the development trend of digital government and guiding the development of digital government scientifically and efficiently has become one of the breakthroughs to improve the quality of digital government development.At present,the construction of digital government in China has entered a stage of comprehensive improvement.Based on the new development stage and following the requirements of high-quality development,this thesis selects the development trend of provincial digital government as the research object.Based on literature review and practical reflection,this study takes the new public service theory and collaborative governance theory as the theoretical basis,clarifies the development concept and development goal of digital government in the new stage.The provincial digital government performance evaluation report text and the provincial digital government construction planning policy text are selected as research samples.With the help of Nvivo12 software,the content analysis method is used to extract the development trend of provincial digital government from the two paths of evaluation leading and policy orientation,corresponding to the external and internal perspectives.Finally,the above analysis results are dialogued and integrated to form a more comprehensive development trend of provincial digital government,and put forward policy recommendations for realizing the development trend of digital government.The study found that a series of provincial digital government evaluation priorities extracted from the evaluation-led path,and the provincial digital government construction planning and development priorities extracted from the policy-oriented path,the analysis results of the two have different emphases on the development trend of provincial digital government.Finally,it is concluded that the development trend of provincial digital government includes efficient and convenient government service,open sharing of data resources,intensive improvement of infrastructure,scientific and accurate social governance,and substantial improvement of administrative efficiency.In the new stage,provincial governments can promote the development trend of digital government by optimizing the management mechanism of digital government,strengthening the technical support of digital government,strengthening the organization construction of digital government,and advocating the multi-governance of digital government.
