| The introduction of the "Double Reduction" policy is a major strategic layout of the CPC Central Committee to promote the reform and development of basic education based on the new era,which reflects the CPC Central Committee’s macro-adjustment of students’ academic burden and its determination to strengthen the governance of off-campus training.In order to respond to the policy call of the State Education Commission,effectively solve the chronic problem of excessive burden on primary and middle school students,and ensure the efficient implementation of the "Double Reduction" policy in Jiangsu Province,the Education Department of Jiangsu Province has successively issued the work requirements on the implementation of after-school service,the standardization of after-school subject tutoring institutions,and the improvement of homework and examination management.However,the policy environment of "Double Reduction" is complex and changeable,and the interest relationship among multiple subjects is intricate.It is inevitable that the implementation of the policy will encounter obstacles,resulting in the implementation of the policy "surface","expansion" and even "stagnation".Therefore,an in-depth interpretation of the policy objectives and clear realistic difficulties and obstacles in the implementation of the policy are the basis for ensuring the effective implementation of the policy.Based on this,with the help of the research perspective of policy network,this thesis analyzes the factors that cause the blocking of policy implementation and explores the corresponding improvement measures.The main research process and results are as follows:Based on this,with the help of the research perspective of policy network,this thesis analyzes the factors that cause the blocking of policy implementation and explores the corresponding improvement measures.The main research process and results are as follows: On the basis of comprehensive analysis of the text data of Chinese compulsory education burden reduction policies over the years and from the perspective of analyzing the implementation process of the policy network theory,the key elements such as environment,structure and interaction in the implementation network of "Double Reduction" policies are identified.The causal explanation chain of "environment--structure--behavior--result" is formed,and the environment is built as the "prerequisite".The policy outcome interpretation model takes the consistency of interest demands as the "key variable" and behavior strategy as the "direct factor".At the same time,according to the policy documents and model elements,questionnaire and interview outline are designed to investigate the implementation of the "Double Reduction" policy in Jiangsu Province.The survey results show that Jiangsu Province has achieved remarkable results in the aspects of on-campus load reduction,off-campus training institution governance and after-school service development.However,there are also blocking phenomena such as "off-campus load reduction by different execution","local implementation of after-school service","alternative implementation of off-campus training institution" and "selective implementation of family education guidance service".Combined with the policy outcome interpretation model,it is found that the delay in the implementation of "Double Reduction" policy in Jiangsu Province is caused by the contradiction between policy and environment,the conflict of interest demands and the game strategy of the actors.Therefore,it is necessary to take multiple coordinated measures at the same time to enhance the interoperability of environment and policies at the macro level.Optimize and adjust the network structure from the meso level;From the micro level,the zero-sum game of the actors should be reduced to break through the execution block,improve the effectiveness of the implementation of the "Double Reduction" policy,and realize the comprehensive development and healthy growth of students in the compulsory education stage. |
