Research On Existing Problems And Countermeasures Of Local People’s Congress ’supervision Of Government’s Public Policy Implementation

China is at a crucial stage as the whole Party and the people of all ethnic groups embark on a new journey towards the second centenary Goal of comprehensively building a modern socialist country.The report to the Party’s 20 th National Congress stated that the government should "transform its functions,optimize its system of responsibilities and organizational structure,legalize its institutions,functions,powers,procedures and responsibilities,and improve administrative efficiency and credibility." Higher requirements have been set for local governments to implement public policies in high quality.In recent years,Chinese local governments have made great progress in transforming government functions and improving the ability to implement public policies,but there is still a big gap when compared with the people’s increasing demand for public services.To achieve this goal,the reform of the government itself is obviously insufficient.To this end,it is necessary to strengthen the supervision of local people’s congresses over the implementation of the government’s public policies and force the government to improve the effectiveness of public policy implementation from the outside.In recent years,local people’s congresses and their standing committees have made constant explorations and innovations in supervising the implementation of government public policies,summarize many valuable experiences,the connotation and form of supervision are getting richer,supervision work is also developing towards standardization,institutionalization and procedure.However,at the present stage,there are still many problems in the supervision of the implementation of public policies by local people’s congresses,which cannot effectively play their supervisory functions.In this paper,the implementation of public policies by local people’s congresses on the government is taken as the research object,the improvement of the supervision status of local people’s congresses is taken as the research direction,S city is taken as the research target,and the core theoretical system and development status of local people’s congresses’ supervision over the implementation of government public policies are systematically established by the method of combining systematic theoretical analysis and field research.We also studied and analyzed problems arising from the actual work of supervision,put forward corresponding measures for improvement,and promoted the strengthening of the supervision function of local people’s congresses and improved the supervision system of local people’s congresses.The specific layout of this paper is as follows: the first part discusses the concept of public policy implementation,local people’s congresses and the supervision of local people’s congresses and the theoretical basis for exercising their functions and powers,so as to deepen the understanding and cognition of the supervision of local people’s congresses on public policy implementation;The second part analyzes the current social and economic conditions of S City,the organizational structure of the Standing Committee of the Municipal People’s Congress,and the relationship between the Standing Committee and other party and government organs,sorts out the supervision process,and understands and analyzes the relevant situation of the local People’s Congress in supervising the implementation of government policies.The third part of the current local people’s congress to supervise the implementation of the government’s public policy problems and reasons are analyzed to find out the key problems;The fourth part analyzes the problems and causes and puts forward the countermeasures to improve the supervision of public policy implementation by local people’s congresses.On the whole,this paper expounds the core concept and theoretical basis of local people’s congresses,providing theoretical support for in-depth analysis of the problems existing in local people’s congresses’ supervision over the implementation of public policies.Then,using the research model of "raising problems--analyzing problems--solving problems",it systematically and specifically puts forward the existing problems and analyzes the causes,and finally expounds the corresponding countermeasures.Through scientific and reasonable layout,the paper explains the research content in detail,which is helpful to effectively improve the current predicament of local people’s congresses.
