Research On Local People's Congress Supervision Of PPP Project In China

PPP model,as an important breakthrough in the supply mechanism of public goods and services,it is a new concept that presented in the reform and innovation of government governance in western countries.At present,taking the PPP model into public facilities project construction has been a universal practice and has been developed quickly in the world.PPP model makes a strategic significance to broaden the financing channels of urbanization in China,improve the financial investment and management methods,accelerate the transformation of government functions,improve social governance ability and promote the structural reform of supply-side of our country.Local people's congress as a local authority,is the center of local power operation.Local People's Congress at all levels should in accordance with the provisions of the law,they have the right to review and determine the local economic construction,cultural construction and the planning of public utilities construction.The PPP project,as a major economic issue which is related to the public interest of the local people,requires the local people's congress to take the legal supervision duties and realize the effective supervision of the PPP project so that construction of the PPP project can be carried out in an orderly manner.The development and application of PPP model in foreign countries is relatively mature,although it has experienced rapid development in China in recent years,but the PPP model in China is still in the continuous exploration and improvement stage.At present,there are few researches on the local people's congress supervision of PPP model.In this paper,it is aimed.at the local people's congress supervision of the PPP project,and the establishment of the PPP project supervision committee based on the ongoing pilot reform of the state supervision system in China,to help the research on PPP model.Firstly,this paper carries out the theoretical analysis of local people's congress supervision on China's PPP project which takes into the analysis of PPP model,the local people's congress supervision,and the local people's congress supervision of PPP project,pointing out the theoretical basis of local people's supervision on PPP project.Secondly,the paper discusses the necessity and current situation of the local people 's congress supervision of China's PPP project,and analyzes the main dilemma faced by the local people 's congress supervision of PPP project in our country.Thirdly,the paper summarizes the main features of the local councils' supervision of PPP projects of foreign countries,and gets the main experiences of the local councils'supervision of PPP projects.Finally,the paper puts forward the idea of perfecting the supervision of PPP project of the local people's congress in China.
