Study On The Supervision Of Local People’s Congress To The Important Decision Of Government

In China,the government decision-making costs will continue to increase,to a great extent,is due to the government’s own caused by the decision-making errors,and so,the government decision-making ability will be questioned by the public and even trigger social instability factors,so its credibility and authority have also been some impact.In terms of the present,some of the reasons for government decision-making errors,although policy makers themselves to blame(not only did not have enough responsibility consciousness,responsibility is not very clear,combined with the responsibility system has yet to be perfect),but on the whole decision-making supervision system,there are also many problems,especially as a state organ system located in the highest position in the National People’s Congress on the performance of the governmental supervision function weakening,combined with the supervision system on law level and the lack of relevant procedure,lead to people’s congress supervision process become a kind of form,its supervision cannot be reflected,which is one of the important reasons leading to the major administrative decision-making errors government.In terms of the current National People’s Congress or NPC standing committee,should be practical and intensify supervision over the government’s major decisions,ensure that the government can really improve their decision-making ability,at the same level as soon as possible to get rid of the plight of their own decision-making errors,and the pace of social development.In addition to the introduction and conclusion,this paper uses the methods of theory,comparison and empirical analysis to strengthen the supervision of the people’s Congress over the government’s major administrative decision-making power in four parts of the main text of the Communist Party of China.The first part discusses the connotation that how Local People’s Congress supervise administration decisions of government,and analyze thedefinition of Local People’s Congress supervision system,government major administrative decision-making right,the supervision of Local People’s Congress to government mojor administrative decision-making right.Also it discusses the necessity and significance of strengthening NPC supervision right.The second part mainly adapts empirical and theoretical analysis methods to analyze the current situation of Local People’s Congress supervision to goverment decison.By summarizing the problem and reason when Local Peoples Congress supervise government decision,it is better to improve and innovate methods for supervising government decision.The third part adapts classification and comparison methods,it summarizes supervision situation in American and British legislative institution,combines with our special characteristics of China,and learns from democratic and legal consciousness,perfection of legal system,construction of local legislation institutions,which has great practical significance for perfecting government supervision system.According to current problems about NPC’s supervision right for government decision-making,the four part combines foreign government supervision experience and puts forward advice to strengthen NPC’s right of administration supervision.By studying NPC’supervision right for government administrative decision,the paper finds that as the economy develops rapidly and democratic consciousness increases,society pays high attention to human right,administrative management and social governance,it is crucial to improve NPC supervision right and scientific decision-making ability of government.Besides,by analyzing NPC supervision situation for government decision-making,summarizing current problems,combining related procedure and advanced experiences for decision-making in developed countries,this paper puts forward some advice to strengthen NPC’s supervision right for government in aspect of consciousness,method,system,etc.
