Dependence And Autonomy: Study On The Governance Dilemma And Outlet Of Red Village

Shanxi has a glorious revolutionary tradition.During the War of Resistance against Japanese Aggression,Shanxi,as the center of resistance behind enemy lines in North China,was one of the main battlefields where the Eighth Route Army under the leadership of the Party and the people fought bravely against Japanese aggression.It was also the birthplace of the anti-Japanese base areas.In the Taihang anti-Japanese base areas,"Every village lived in the Eighth Route Army and every household left the army".They made great contributions to winning the War of Resistance against Japanese Aggression.The red resource is the product of history and The Times.It has witnessed the great leap of the Chinese nation from standing up,getting rich to becoming strong.It is a confirmation of the Party’s arduous and brilliant struggle over the past 100 years and has outstanding theoretical,historical and practical value.Based on the background of The Times,this paper selects a red village,W Village,Wuxiang County,Shanxi Province,as a typical case.Through systematic data combing and field investigation,this paper analyzes the development history of the village over 80 years,expounds the interactive relationship between red resources and village governance,analyzes the problems and governance difficulties in the development of red villages,and proposes to strengthen the internal power of village development under the guidance of the red spirit.Give full play to the main role of farmers,realize rational utilization of resources,promote effective governance of red villages,and realize high-quality and sustainable development.In addition to the introduction and conclusion,the whole paper is divided into four chapters.The first chapter analyzes the formation and spiritual core of the red village,analyzes the formation process of the red village by combing the history,and puts forward the material manifestation and spiritual essence of the red resources in the village.The second chapter analyzes the development logic of the red village.After the founding of the People’s Republic of China,the Party and state leaders visited the old revolutionary site of W village for many times and attached great importance to the inheritance of the red spirit,the protection of red resources and the economic and social development of the village,which provided a rare opportunity for the development of the red village and also made it onto the dependent development road of "resource dependence".The third chapter analyzes the governance predicament of red villages under "strong resource dependence".The comprehensive dependence of village development leads to the imbalance of village economic structure,leading to conflicts of interest,the loss of the red spirit,and the disorder of village governance,leading to a series of problems.The fourth chapter puts forward countermeasures and suggestions to solve the governance dilemma of red villages,that is,regain the red spirit,enhance the internal power of village development,give play to the main role of farmers,promote the orderly governance of red villages,and realize the high-quality sustainable development of red villages.On the basis of the above research,this paper holds that: excessive dependence on resources is the main cause of red village governance dilemma.Under the guidance of the red spirit,to realize rational utilization of resources,enhance the endogenous driving force of village development,and give play to the main role of farmers are the fundamental way to realize effective governance of red villages.
