A Study On Improvement Of The Public Cultural Service Of National Comprehensive Archives Based On "5Ws" Of Communication

Since the reform of government institutions in 2018,multiple national comprehensive archives and archives bureaus across the country have been separated,positioned as public welfare cultural institutions,and separated from administrative functions.In 2020,the Archives Law of the People’s Republic of China was revised again,indicating the direction for the future development of archives: to inherit and develop various cultures,including the excellent traditional Chinese culture.The importance of archives fully exploiting their own cultural functions and potential is self-evident.In recent years,with the increasingly sound cultural system and the development and expansion of cultural undertakings in China,the people’s needs for archival information and archival culture is also growing,and continues to develop in a more comprehensive,more subdivision,and more deeply way.However,national comprehensive archives at all levels lack sufficient discourse power in the field of cultural undertakings due to limitations in historical traditions,inertia of thinking,innovation awareness,and insufficient human,financial,and resource protection.The ability to meet the people’s needs through their own public cultural service is limited,and the level needs to be improved.Based on this,the study takes Harold Lasswell’s "5Ws" of communication as the point of penetration,starting from five aspects of the main part,content,channel,object,and effect under this,and summarizes the current situation of public cultural services in national comprehensive archives,analyzes its main problems and causes from five aspects,and proposes corresponding solutions and methods to the problems one by one based on the above analysis,thereby providing scientific theory and beneficial practical reference for their ability improvement and optimization.Based on the introduction of basic concepts such as the national comprehensive archives,the full text elaborates on the "5Ws" of Communication,the new public service theory,and the dual value theory of archives,and analyzes the current situation and problems of public cultural services in Shanxi archives based on the "5Ws" of Communication,providing targeted improvement and optimization strategies.Through research and analysis,The national comprehensive archives can comprehensively contribute in five aspects: strengthening cooperation and linkage,building archives resources,expanding service channels,focusing on the needs of the masses,and strengthening effect research: Carry out in-depth development and utilization of archives resources and extensive collection;Fully explore the service and communication channels based on the archives itself,and constantly innovate and develop new media resources and make full use of them;Reverse the thinking of "management",put "service consciousness" at the forefront,and take it as the responsibility to continuously meet the spiritual and cultural needs of the public;Through more scientific and comprehensive technical means to conduct effect research,and attach importance to multiple approaches such as result feedback and dynamic adjustment services,the cultural influence and social awareness of the national comprehensive archives are continuously improved,and highquality public cultural services that better meet the spiritual and cultural needs of the people in the new era are provided.
