Reform And Innovation Research On The Public Services Of Comprehensive Archives In Our Country

In the 21st century,the philosophy of public service has gradually been valued in our country,and public service has already become an integral part of the functions of the government at all levels in our country.In the meantime,our country has put the protection and improvement of people’s livelihood and the perfection of the basic public service system on the agenda.As the archives keeping organization of governments at all levels,the comprehensive archives can provide public services,including services of original certificates,cultural education and social publicity for the society with rich archives information resources.However,due to the difference of thoughts,ideas,systems and mechanisms,etc.,archives appear to be in the cart at public service,having a big gap with people’s growing demands for the archives information.So,it is urgently in need of reform and innovation.In this paper,the archives of Hainan province is taken as an example,to research the reform and innovation of public services provided by the comprehensive archives.The paper has made a deep analysis on the existing problems lying in public services provided by the comprehensive archives starting from the specific case,and has proposed the reform and innovation approaches of public services provided by comprehensive archives in our country,on the basis of borrowing the experience and practice of public services provided by archives abroad,with certain realistic guiding significance to the public service construction of comprehensive archives at all levels.The paper has seven parts.Where,the first part is the introduction,expounding the topic selection background,research status,research thoughts,research significance and research methods.The second part is the overview of the comprehensive archives and public service related theories,elaborating the functions and characteristics of the comprehensive archives as well as the positioning of public service.In the third part,the historical development and construction achievements of comprehensive archives in our country are expounded,function transformation of comprehensive archives in the process of the transition from the planned economy to market economy is analyzed,and the achievements of public services of comprehensive archives are summarized.In the fourth part,the archives of Hainan province is taken as an example,to indicate the problems,for instance,filing clerks of the comprehensive archives are conservative during the provision of the public services,whose service awareness needs to be strengthened;archives work lacks supervision,and the archival opening quantity is relatively small;the stored archival resources are insufficient,short of development and protection technology;the archives utilization procedures are cumbersome and the service mode of archives is backward,etc.In the fifth part,the existing problems are deeply analyzed,believing that there are mainly four causes of the problems existed in the public services of archives:backward idea,serious traditional thought of official rank standard;unification of bureaus and archives,restricting the development of the archives career;tedious structure,neglecting the collection of archives of people’s livelihood;low efficiency,with talent technical service bottleneck.In the sixth part,the public service systems as well as the experience characteristics of launching public services of the foreign archives are presented for reference.In the seventh part,the reform and innovation approaches of six orientations are proposed based on the foregoing analysis,by borrowing the advanced experience of foreign countries,respectively:fostering the service philosophy of people first,opening and sharing;establishing the management system of separating archives from bureaus and separating government from the institutions;building the resource system of rich collection and reasonable structure;carrying out the archives utilization featured by simplified process and innovative way;developing the archive services agreeing with the trend and loved by the masses;and perfecting the talent training and technology integration.
