China’s educational examination institutions are mainly a product of the reform of government institutions in the 90 s of the last century,and have been integrated into the national administrative system since their establishment to strengthen their political responsibility.However,with the development of social reform and the constraints of the administrative system,problems in evaluating education and teaching,improving service concepts,and strengthening professional construction have gradually emerged.To this end,with service-oriented government as the value orientation and adhering to the principle of public welfare of education,educational examination institutions try to remove administrative dependence,actively explore the reform path of "de-administration",and transform from "specialized administrative type" to "professional and de-administrative".However,with the weakening of administrative functions,there have been "deadministrative" dilemmas in the reform,such as difficulty in examination management,difficulty in organization and coordination,and difficulty in law enforcement,and the authority and seriousness of institutional organizations have begun to be questioned by public opinion.At present,the middle of the "14th Five-Year Plan" has arrived,and the functional transformation of educational examination institutions is a microcosm of the reform and functional transformation of government agencies.To build a government governance system with clear responsibilities and administration according to law,it is necessary for educational examination institutions at all levels to further clarify their functions and positioning,so as to standardize the operation of power,enhance the efficiency of examination governance,and promote the modernization of China’s educational examination institutions.Taking the practice of recruitment as the starting point,this paper redefines the connotation of "administrative" and "de-administrative" of educational examination institutions in China,and on the basis of fully understanding the historical evolution of "de-administration" of educational examination institutions,and looking at a number of "de-administrative" dilemma cases,it is found that the current educational examination institutions have specific "de-administrative" dilemma problems such as limited responsibilities and functions,limited nature and level,few laws and regulations,and public interests.The reasons are mainly based on the constraints of the inherent mechanism of "path dependence",the influence of "homo economicus" motivation and the absence of relevant supporting mechanisms.To this end,on the basis of following the principles and opinions of the current system reform,and from the perspective of "taking into account the authoritative and public welfare requirements of the state for educational examinations,and effectively improving the professionalism and service capacity of institutions",this paper actively explores an effective path of de-administration,puts forward specific countermeasures to strengthen the party’s leadership,strengthen macro-management,improve the governance structure,advocate pluralistic subjects,and encourage democratic supervision,and further analyzes the actual situation of the "classification reform" of China’s educational examination institutions from a practical point of view.From the perspective of administration,it enriches the relevant theoretical research content of China’s educational examination institutions,strengthens the combination of recruitment practice and theory,and provides theoretical support for the high-quality development of "Chinese-style modernization" of educational examination institutions.
