Research On The Problem Of Performing Political Supervision Duties Of W County Commission For Discipline Inspection And Supervision

Political supervision is a new discourse put forward by the Party Central Committee in the practice of governing the Party and the state,and is an important initiative to urge all Party members,cadres and public officials to uphold the centralised and unified leadership of the Party,and is the fundamental supervision of the Party and the state.Since the 19 th Party Congress,The Commission for Discipline Inspection and Supervision at all levels have continuously raised their political position,carried out practical and detailed political supervision,and continued to purify the political ecology.The party regulations introduced or revised one after another have made principled stipulations on the political supervision responsibilities,However,in terms of how to accurately understand the intention and epitaxy of political supervision,who should take the lead in carrying out political supervision,what kind of supervision methods should be adopted,what kind of regulations should be used,what kind of supervision contents and objects should be carried out,and what problems and deficiencies exist in the process of supervision,and how to effectively enhance the quality and effectiveness of supervision,we need to carry out in-depth research,so as to provide effective support for the high-quality development of the work of the Party and the country.This paper mainly uses the methods of document analysis,investigating research,case analysis,combining the theory of power supervision and restriction and other relevant basic theories to study the situation of political supervision of the W County Commission for Discipline Inspection and Supervision.Firstly,starting from the related concepts of the Commission for Discipline Inspection and Supervision and political supervision,this paper expounds the main responsibilities of the Commission for Discipline Inspection and Supervision and the specific elements of political supervision.Secondly,it analyzes the current situation of political supervision of W County Commission for Discipline Inspection and Supervision from five aspects: the construction of the main body,the object of supervision,the content of political supervision,the process of political supervision,the Practice of political supervision.The construction of the main body mainly involves the organizational structure and the responsibilities of political supervision departments,and the object of supervision mainly involves the scope of the object of supervision.The content of political supervision mainly involves the implementation of "two maintenance" and democratic centralism.The process of political supervision includes preparation,supervision,rectification and accountability.The Practice of political supervision mainly includes carrying out supervision in key areas,constantly consolidating the foundation of supervision,and actively carrying out self-construction.Thirdly,through the analysis of the current situation of the political supervision work of W County Commission for Discipline Inspection and Supervision,the existing problems and causes are found out,the problems including the lack of supervision methods,imprecise problem detection,unclear division of responsibilities,poor coordination,insufficient supervision force,professional capacity to be improved,lack of pressure transmission and poor rectification and implementation.The reasons mainly include deviations in cadres’ ideological awareness,incompatible supervision methods and approaches,inadequate internal and external coordination mechanisms,imperfect team construction and incentive mechanisms,and incomplete implementation of the "second half of the article".Finally,on the basis of an in-depth analysis of the reasons,explore the effective path to improve the political supervision of W County Commission for Discipline Inspection and Supervision,five measures are proposed to improve the situation in terms of establishing the correct supervision concept,scientifically planning layout,Using supervised methods flexibly,detecting problem effectively,improving the coordination mechanisms,sharing of joint results,strengthening the construction of supervision teams,introducing incentive mechanisms,doing the "second half of the article",improving the quality and efficiency of supervision.It is expected to provide useful reference for grass-roots Commission for Discipline Inspection and Supervision to improve the quality and effectiveness of political supervision.
