Research On The Institutional Advantages Of The New Nationwide System In Responding To Major Emergencies

The socialist system with Chinese characteristics is the result of the Party’s continuous development and improvement during its long-term exploration and practice,and is the fundamental guarantee of China’s social development.Since the economic reform and open up,China has been able to achieve remarkable achievements and withstand various risks and challenges,and one of the important reasons for this is that it has given full play to the remarkable advantages of the Chinese system,so an in-depth study of the Chinese system is of positive significance in strengthening the people’s sense of identity and writing a new chapter in the "governance of China".At the Central Committee of China,Xi Jinping concluded that our country has lots of advantages in national system and governance system,one of which is "the significant advantage of adhering to the national unity and concentrating our efforts on major issues",as a concentrated embodiment of this advantage,it is the "new nationwide system" repeatedly mentioned by Xi Jinping.Nowadays,China is in a critical period,with major emergencies occurring frequently,and if we are to be able to act with ease,quickly and efficiently in dealing with major emergencies each time,we must give full play to the institutional advantages of the new nationwide system.However,the new system,which has grown up along with the socialist system in China,has a comprehensive and multi-level advantage.Therefore,this paper will focus on major emergencies,and select typical practical cases from China and abroad for comparative analysis,in an attempt to clarify the advantages of the new nationwide system in responding to major emergencies.By this paper shows that in response to major emergencies of the new nationwide system advantage is to efficiently organize the national strength,can quickly integrate social resources,collaborative government and market forces,to always defend the interests of the people,to ensure that thought highly unified,can effectively motivate the national people’s united struggle,etc.This paper will firstly trace the origins of the new nationwide system from a historical perspective,explore the fundamental reasons for the "upgrading" of the traditional nationwide system to the new nationwide system,and use the theory of the superiority of the socialist system,the theory of the socialist market economy and the theory of the new system economy as the important theoretical basis as an important theoretical basis to lay a solid theoretical foundation for this paper as a whole.The paper is based on a solid theoretical foundation.Afterwards,a case study of flood control in Henan Province and the fight against epidemics in the United States is chosen to compare the measures taken and the results achieved in similar major emergencies,highlighting the institutional advantages of China’s new nationwide system from three perspectives: political,economic and cultural.Finally,we reflect on how to further develop the advantages of the new system in responding to major emergencies,so as to consolidate and expand the institutional advantages of the new system,promote and improve the institutional system of the new system,and enable its institutional advantages to be better translated into governance effectiveness.
