To Comprehensively Promote The Cultivation Of Farmers’ Public Spirit Under The Background Of Rural Revitalization

The 20 th Party Congress has drawn up a grand blueprint for promoting the great rejuvenation of the Chinese nation through Chinese-style modernisation,but it has also pointed out that the most arduous and onerous task of comprehensively building a modern socialist country remains in the rural areas.Promoting the revitalization of the countryside remains the top priority of the three rural areas.This year’s No.1 document of the Central Government stresses that "to comprehensively promote the revitalization of the countryside,we must strengthen the construction of rural spiritual civilization",further clarifying that comprehensively promoting the revitalization of the countryside is a comprehensive revitalization,including not only the revitalization of material civilization but also the revitalization of spiritual civilization.The key task of spiritual civilization is to improve the moral standard and civilization of farmers,who are the main subjects of rural construction.The public spirit of farmers,as a unity of attitude and behaviour,is mainly manifested in the active defence of the interests of the rural community,the conscious participation and gradual cultivation of public rationality in dealing with public affairs,the enhancement of a sense of identity and belonging to the community,and the emphasis on promoting the all-round development of individual farmers,whose development content coincides with the requirements of spiritual civilization construction.Therefore,the cultivation of farmers’ public spirit is also an important element in the comprehensive promotion of rural revitalization,and for this reason,the cultivation of farmers’ public spirit should be used as a grip to promote the implementation process of rural revitalization.However,as the main subject of rural construction in China,the cultivation of public spirit among farmers is not natural,nor is it an inherent natural endowment of farmers,nor can it arise from private interactions and private emotions.Therefore,it is of great practical significance to focus on the cultivation of farmers’ public spirit in the context of comprehensive promotion of rural revitalization.This paper takes structural functionalism theory as the main basis,combines publicness theory and civic culture theory to construct a four-dimensional framework for the cultivation of farmers’ public spirit,and uses a combination of analytical and inductive methods and empirical analysis to analyze the current situation,dilemmas,causes and paths of cultivating farmers’ public spirit in the context of comprehensively promoting rural revitalization.Specifically,the four-dimensional framework for the cultivation of farmers’ public spirit is built with the help of structural functionalism after a detailed analysis of the theoretical basis.Secondly,through a comprehensive analysis of the cases,the basic status quo of the cultivation of peasant public spirit in China’s rural areas at the present stage is that the cultivation conditions have gradually improved,the cultivation methods have diversified and the cultivation effects have initially emerged.Then,considering the cultivation of peasant public spirit as an action system,the following difficulties are found in the process of its actual generation and effectiveness: insufficient access to and integration of rural public resources;poor channels for institutional public participation;limited effectiveness and interaction of peasant subjects;and insufficient leadership of values and concepts.The reasons for these dilemmas are mainly due to the lack of awareness of the initiative to integrate resources in grassroots governance,the operational contradiction between the endogenous order and institutional embedding,the negative influence of traditional governance logic and paths,and the insufficient influence and impact of value leadership.Finally,to solve the difficulties affecting its function,we need to consolidate the basic role of resource supply in cultivating the spirit,bring into play the role of institutional regulation in guaranteeing public participation,attach importance to the role of subject behavior in strengthening public responsibility,and emphasize the role of value concept in maintaining public consciousness,in the hope of proposing targeted countermeasures for the cultivation of farmers’ public spirit in the context of comprehensive promotion of rural revitalization.
