Exploring The Dimension Of Governance Ability Of Grassroots Public Security Leading Cadres

Grass roots public security governance is an important area for the country to promote the modernization of its governance system and governance capability.As a "key minority" that affects the development of grass roots police,grass roots public security leaders should constantly improve their governance capability and lead grass roots public security teams to optimize the governance of grass roots society.This not only can actively respond to the political requirements of the Party for grass roots public security leaders in the New Era Party,It can also effectively promote the construction of the governance capacity of grassroots public security leaders,and better maintain grassroots social stability and economic development.This article first outlines the process of proposing governance capabilities,summarizes relevant research results at home and abroad,and defines the concept of governance capabilities for grassroots public security leaders.Secondly,based on the qualitative research method of Grounded theory,through the open coding,spindle coding and selective coding of the interview text of the grassroots public security leaders,the four-dimensional structural model of the governance ability of the grassroots public security leaders is refined and summarized.The theoretical framework takes public service ability,learning and innovation ability,anticorrosion and change resistance ability,and physical and mental adjustment ability as the core categories,including emergency response ability,organizational and coordination ability,learning and practical ability,information media ability,political identification ability,moral integrity ability,physical adjustment ability,psychological adjustment ability,and other sub categories.The connotation of the categories is explained during the model establishment process.To further validate the effectiveness of the model,this article developed a measurement scale for the governance ability of grassroots public security leaders and analyzed the data using software such as SPSS25.0.An exploratory factor analysis was conducted on the 285 valid questionnaires collected in the initial measurement table,and a formal scale was formed after modifying the initial measurement table.Then,by issuing a formal scale,325 valid questionnaires were collected for confirmatory factor analysis and reliability and validity tests,which finally verified the reliability of the results of the Grounded theory,that is,the fourdimensional model of the governance ability of grassroots public security leaders is reasonable.At the same time,analyzing the dimensions of the governance ability of grassroots public security leaders,it was found that the overall governance ability of grassroots public security leaders has improved,but there are shortcomings in each governance ability dimension.Finally,based on the empirical investigation results,countermeasures and suggestions were proposed to enhance the governance capacity of grassroots public security leadership cadres,in order to provide some feasible practical references for the current construction of grassroots public security leadership cadres and grassroots social governance in China,and to make an academic attempt to promote the modernization of the national governance system and governance capacity.
