A Study On The Audit Of Natural Resources Assets Of Leading Cadres Leaving Office In Grass-roots Governance

The outgoing audit of leading officials of natural resources and assets is a new direction,new field and new requirement for the full coverage of audit supervision.This is a major innovation in the system of socialism with Chinese characteristics and a new task for audit institutions.In view of the above problems,the author selected the jalainur area grassland resources assets audit project as a case,from the perspective of audit at the grass-roots level,the natural resource assets in our country at present,departure from the actual situation of audit work,and the deficiencies for deep exploration,further analysis the reasons of the problem,at the same time according to the reality at the grass-roots level to establish the corresponding strategy,Further deal with the problem and optimize the natural resources audit system.In the analysis of this thesis,based on the relevant concepts of this economic responsibility audit and resource environment audit,the development status of the outgoing audit of natural resources assets of leading cadres at the grassroots level in our countryis preliminary analyzed,and the current audit work is made full introduction.Secondly,starting from four aspects,summed up the deficiencies of each process in the audit.Among THEM,the first aspect is the audit evidence collection of the grass-roots audit institutions,the second aspect is the audit methods used,the third aspect is the strength of the auditors,and the fourth aspect is the accountability and rectification.Finally,starting from the grassland resource assets audit project of leading cadres in this region,and starting from the reality,a comprehensive analysis is carried out,and it is found that there are problems in the above four links of grassroots audit,which will eventually affect the audit effect.In view of how to deal with the inadequacy of the grassroots audit work,this paper establishes the following countermeasures.Firstly,at the level of audit evidence,the accuracy of data can be further improved by creating a data sharing system for government departments.Secondly,in the aspect of audit methods,we can further improve the technical level of contemporary audit by creating a special data analysis team.Thirdly,in terms of personnel strength,we can enhance the professional quality of audit workers and further strengthen the audit plan.Finally,at the level of accountability and rectification,corresponding rectification can be made through the implementation of audit rectification and "looking back".In addition to establishing corresponding strategies,the research of this paper also makes an in-depth exploration of detailed measures,hoping to promote the further development of this audit.
