| In terms of migration,the world’s impression of China is dominated by migrant exporting countries.According to the data of the United Nations Department of Economic and Social Affairs(UN DESA)in 2021,by 2020,China will have exported more than 10 million migrants.However,with the continuous improvement of China’s comprehensive national strength since the reform and opening up,rapid economic development,stable political and social order,and significant changes in the immigration situation,there has been a large number of foreign personnel,especially the population of neighboring countries in border areas,constantly flowing to China.China has gradually transformed from a purely one-way immigration exporting country to a complex two-way immigration republic.After the 1960 s,China established border lines with Myanmar,Laos,and Vietnam,and formulated laws on entry and exit management,which greatly restricted civil exchanges in the border areas of Yunnan.Some cross-border populations were defined as illegal immigrants,which led to many problems such as drug trafficking and human trafficking.These phenomena clearly became unfavorable factors affecting social stability in border areas.Some international human rights organizations The news media also used this as an excuse to attack China.In particular,since the COVID-19,illegal immigrants have intensified their impact on social stability.In order to further strengthen the iron wall against foreign imports,some border areas have carried out a series of actions against the border under the policy of "strict prevention of imports" to combat cross-border crimes and control illegal immigrants.For example,Yunnan issued a nationwide notice to deal with illegal immigrants,and the Guangxi public security organs launched the "Sword Sword · Jingbian" action.It can be seen that the impact of illegal immigration on local social stability is no longer optimistic,and the governance of illegal immigration is urgent.This article takes social stability as a perspective and uses it as a breakthrough point to propose some suggestions and ideas for improving the governance of illegal immigration in China,especially the management of border populations.In terms of research methods,literature research and survey research are mainly used.By fully reviewing and absorbing the research achievements of domestic and foreign scholars,the theoretical foundation of the article is enriched.At the same time,the latest data related to the article is collected to ensure its timeliness,highlight the characteristics of illegal immigrants in Yunnan border areas,and enhance the novelty of the article.The article is divided into five parts.Firstly,in the overview section of the introduction,a simple concept analysis of illegal immigration is conducted.Then,in the second part,specific discussions are conducted on the relevant concepts involved in illegal immigration,including illegal immigration and immigration,illegal immigration and non personnel,illegal immigration and illegal employment,illegal immigration and illegal intermarriage,etc.The scope of this article is further clarified.In addition,taking the border areas of Yunnan as an example,Describe the current situation of illegal immigration,analyze its main methods and characteristics,and explain the reasons for selecting Yunnan border areas as the research scope.The third part analyzes the causes of illegal immigration in the border areas of Yunnan and its impact on social stability.There is a general consensus in the domestic academic community that the disadvantages of illegal immigration outweigh the benefits,so the main focus is on exploring its negative effects.The unique border economy,border defense issues,lack of nationality awareness,and differences in immigration policies should be the reasons for the formation of illegal immigration.However,illegal immigration in the region has had adverse effects on China’s political security,epidemic prevention and control,social security,international relations,etc.,highlighting the issues of legal control and law enforcement management.The fourth part analyzes China’s governance strategies from macro to micro levels,evaluates their governance effectiveness,and identifies problems in their governance.The fifth part proposes governance measures and improvement suggestions for illegal immigrants in Yunnan border areas based on China’s national conditions in four aspects: policy,legal system,international cooperation,and multi effect governance.Through the writing of this article,I hope to provide meaningful thinking on the governance of illegal immigration in border areas,promote border management,and maintain social stability in border areas.I also hope that after the establishment of the National Immigration Administration,China’s illegal immigration governance work will achieve more results. |
