Research On Tibetan Social Stability Mechanism From Social Governance’s Perspective

Since the Third Plenary Session of the 18 th Central Committee,China has pushed social governance and rule of law,to promote the modernization of the state governance system and capacity,and put forward the four comprehensive overall goal.After national thirteen five plan,some specific goals and measures had been proposed for developing the socialism system with Chinese characteristics,especially for building Tibet and governing Tibet.President Xi Jinping had clearly instructed “six musts”,“governing the country well must govern frontier well first”,“must strive to achieve the stability of Tibet,keeping long term’s stability and comprehensive stability”,at the Tibet Administration Plan on the Sixth Tibet Work Conference.These instructions specified the future developing direction of Tibet.Following these instructions from the central government,undoubtedly,it is a valuable research topic to explore how to promote the modernization of Tibet governance and governance ability.All society should face the historical stage of social stability and instability.To make social stability should choose the scientific value tools and governance tools,only through building social stability mechanism could repair the imbalance situation,coping with the internal and external environment,maintaining social stability and unity.Based on the experience of grassroots social community governance in eastern China,and the enlightenment of social governance,this study draws out the elements of governance value,to innovate and construct a new Tibetan social stability mechanism under the perspective of social governance,complementing the research blank of Tibetan grassroots social governance mechanism,thereby to improve the socialized validity of the local government management and the traditional community governance model,and to promote Tibetan sustainable development.Based on the theories of social governance,social capital and social evaluation,combined with Tibetan local knowledge,the study put forward the social organization from community and research organization,legal institutions,for the Implementation Mechanism of the stability mechanism.Traditional community as the governance platform to be the power mechanism and the multiple-subject social governance into the supervision and evaluation mechanism which constructs a Tibetan traditional com-munity governance model.And construct Tibetan social stability mechanism from the three power mechanism including the implementation mechanism,the supervision and evaluation mechanism,taking the Regong twelve clans as a case and conduct an emp-irical analysis.To interpret the function and significance of Tibetan traditional culture on its social structure and cultural customs from the perspective of the theme of culture.According to the social governance theory and methods to weave the service,coordination,organization,monitoring and other aspects into the same governance framework to achieve the stability of the grassroots community in Tibet.The research’s results of this paper have reference significance for Tibetan grassroots social management model and a specific practice choice for the Law of Regional Autonomy.In the future,further investigation should carry on the specific community and for its social affairs management,and accumulate the theory and practice way in the grassroots experience,and make valuable suggestions for the long term’s stability of Tibetan society.
