Research On The Trend Of Industrialization Of Non-contact Crimes And Investigative Countermeasures

With the increasingly march of Internet technology,communication services,payment methods and the transformation of crime opportunities,the basic behavior of crime gradually switches to non-contact crime with the trend of industrialization presented,which is largely harmful to the society.This paper will try to clarify the dilemma of investigation under the trend of industrialization of non-contact crime,and provide the countermeasures for investigation practice.The paper consists of four parts.The first part explains the concept of non-contact crime,clarifies the related concepts and discrimination of crime industrialization,and analyzes the causes of non-contact crime from the perspective of criminal opportunities.The second part analyzes the industrialization manifestation of non-contact crime from the social level.Beyond that,it summarizes the characteristics of the industrialization of non-contact crime at the present stage,including the large-scale development of industry,the tremendous improvement of interindustry transaction efficiency,the strengthening of inter-industry supply chain stability,and the emergence of new trend of outsourcing in industrial division of labor.It aims to master the industrialization development trend of non-contact crime as a whole.The third part analyzes and summarizes the new characteristics of the non-contact crime industry and the investigation predicament one by one,including the difficulty of mass evidence investigation,the low efficiency of investigation cooperation,the difficulty of cracking down on the whole chain of the crime industry,the trouble of investigating and controlling the funds involved so as to correctly understand and comprehensively estimate the crime situation.The fourth part,paying attention to the predicament of investigation,puts forward some countermeasures,such as optimizing the synthetic combat mechanism,improving the rapid response mechanism,constructing the special strike work mechanism and strengthening the network ecological management from the level of the macro investigation mechanism construction.From the level of micro investigation methods,the paper comes up with some countermeasures,such as improving position control,strengthening investigation management,enriching evidence collection train of thought and proof standard in order to provide targeted investigation mechanism and investigation method adjustment countermeasures for investigation organizations to crack down on telecom network fraud crime as well as to produce universal reference significance for other non-contact crimes.This paper studies the characteristics and laws of non-contact crime from the perspective of “industrialization” of economics and analyzes the development and changes of the scale of non-contact crime industry,market entry barriers,transaction efficiency and industrial chain stability,as well as the investigation predicament based on the empirical research,comparative analysis,case study and other methods.On this basis,the paper also puts forward the relevant countermeasures to improve the investigation mechanism and investigation methods.
